Job Context:
∎ iDE Bangladesh is seeking an Evidence and Analytics (E&A) Manager. As a key member of iDE Bangladesh`s Leadership team, this position will manage the design, development, and deployment of monitoring and evaluation (M&E) plans/processes for key programs across iDE`s portfolio, and in addition, will develop, maintain, and support appropriate digital solutions for such plans and the operational needs of iDE`s projects in Bangladesh. These solutions are key to organizing information for strategic and tactical decision-making, as well as external communications and reports.

Job Responsibilities:
∎ The key responsibilities of the Evidence and Analytics Manager will include the following but are not limited to the descriptions below.
∎ Prime Responsibilities:
∎ Ensuring that adequate strategies, tactics, and resources are present to ensure high-quality monitoring of intermediate progress and results across all project/program life cycles in Bangladesh.
∎ Co-creating (with project-specific E&A lead and/or project manager) and maintaining project-level M&E plans and corresponding management Information systems.
∎ Technical support to project teams in managing internal and external evaluations to meet internal and external accountability.
∎ Collaborating with the Bangladesh Senior Management team and the Global E&A team to manage, update and improve iDE's Global Key Performance Indicator (KPI) system, by ensuring the timeliness of performance results and the implementation of enhancements to improve the usability and insights for project teams and senior management.
∎ Facilitate and lead on a learning agenda across teams and projects as well as inform future programming.
∎ Providing high-level technical and quality assurance support to design and track the performance of partners, sub awardees, and service providers related to E&A and M&E domain areas.
∎ Identifying and deploying E&A best practices, learning tools, and capacity-building measures across projects implemented in Bangladesh and related E&A/ M&E, team members.
∎ Provide leadership and guidance to iDE Bangladesh's project-specific Evidence & Analytics lead staff.
∎ General Responsibilities:
∎ Provide technical support to results measurement unit at field level facilitating knowledge acquisition, storage, and dissemination.
∎ Ensure that monitoring and results measurement activities are well planned, resourced, and carried out so that relevant and useful information is generated on intervention performance.
∎ Assist in the development of results chains before implementation and ensuring that a Measurement Plan is in place before interventions are executed and in compliance with M&E System.
∎ Assist in the development of attribution strategies, baselines, and survey designs: the data from which will be used for management decisions.
∎ Work with project teams to review and revise the results chains, indicators, and results measurement plans.
∎ Monitor the timely execution of Monitoring and Results Measurement (MRM) Plans of the project.
∎ Co-monitor the achievement of project outputs and results (outcomes) as per project MRM Plans.
∎ Report on Monitoring, Results measurement (on impact/ outcome level), Key Performance Indicators (KPI), and Management Dashboard of the assigned projects on regular basis.
∎ Assist in the design and deployment of assessments/ studies as per project requirements.
∎ Respond to other results measurement data needs of iDE Bangladesh's programs.
∎ Support for the validation of data arising from the implementation of the Measurement Plans to verify the results.
∎ Lead the development of consistent strategy across projects to obtain high project data for use in the dashboard and advanced analysis that drive evaluation and performance management in projects throughout iDE Bangladesh.
∎ Planning, and Strategy Development:
∎ Support projects in developing study/assessment plans, data collection, and analysis tools and guidelines, training on assessments and data collection, developing reporting outlines and formats, developing process management tools and guidelines.
∎ Reporting and Submissions:
∎ Support projects in data analysis and report writing.
∎ Develop and maintain other required project documentation.
∎ Lead the reporting on Global KPIs in coordination with project-specific E&A leads on an annual basis and quarterly basis.
∎ Support, Supervisor and Staff Development:
∎ Provide close and technical support and guidance to the E&A leads across iDE Bangladesh's projects to collect different need base field information to monitor the achievement of project outputs and results (outcomes) as per project MRM Plans.
∎ Support consultant/firms to conduct different surveys/evaluations under the project.
∎ Develop the capacity of project-specific E&A lead on new monitoring tools and upgrades, KPIs, etc,
∎ Provide leadership and guidance to iDE Bangladesh's project-specific Evidence & Analytics lead.
∎ Other Responsibilities:
∎ Represent iDE at external events and meetings as agreed with the supervisor.
∎ Participate in relevant meetings and workshops as assigned by the supervisor.
∎ Undertake any task assigned by the Associate Director of Programs/ Program Quality Assurance and other additional tasks subject to workload and skillsets.

Additional Requirements:
∎ Work Experience & knowledge:
∎ Minimum 7-8 years of work experience in Monitoring and Results Measurement/ MEAL/ M&E in development projects.
∎ Proven experience with market development approached including MSD (Market Systems Development) and value chain development, with monitoring methodologies such as the Donor Committee for Enterprise Development (DCED) Standard for Results Measurement (practical experience mandatory).
∎ Must have demonstrated expertise/experience in development programming and implementation.
∎ Familiarity and experience with project management concepts.
∎ Ability to cohesively work with various team members and the flexibility to adapt to different work conditions

∎ Excellent interpersonal and leadership skills.

∎ Technical Skills:
∎ Ability to use standard software for data management/analysis such as Excel.
∎ Skills in using Microsoft Access and SPSS for data analysis will be an added advantage.
∎ Other Skills:
∎ The role will require fieldwork in rural contexts as and when required and sometimes extended hours of work.
∎ Exceptional written, oral, interpersonal, and presentation skills. Demonstrated ability to convey messages through clear and concise writing.
