  • Strong knowledge of humanitarian and development programming, including humanitarian standards, donor requirements, localisation principles, and partnership approaches.

  • Proven experience in organisational capacity development, including capacity assessments, learning strategy design, training curriculum development, facilitation, mentoring, and peer learning.

  • Demonstrated experience in managing partnerships with local NGOs, consortium partners, and multiple stakeholders, with strong understanding of WASH programming and inclusive community engagement.

  • Strong project planning, coordination, facilitation, and stakeholder engagement skills, with excellent analytical, communication, report writing, and documentation abilities for donor and programme reporting.

Experience Requirements:

  • Minimum 5 years of experience in organisational capacity development, partnership management, advocacy, or related field. Experience in emergency contexts, WASH, donor-funded consortium programmes, or displacement settings will be an advantage.

The BRAC Pooled Fund initiative, funded by the UK Foreign, Commonwealth & Development Office (FCDO), is implementing the 8.5-month SHIFT (Sustainable WASH and Humanitarian Innovation for Local Transformation) Consortium project to serve Rohingya refugees and vulnerable host communities in Cox's Bazar. The project aims to improve access to safe, inclusive, and sustainable Water, Sanitation and Hygiene (WASH) services for these communities. It also strengthens the capacity of local partners to deliver quality, accountable, and sustainable humanitarian services. Led by BRAC in partnership with national and women-led organisations, the consortium promotes locally led humanitarian action through strengthened institutional capacity, leadership, and community engagement.
Build empowered communities through sustainable capacity development. We are looking for a motivated and experienced professional to join us as Manager, Capacity Development. In this role, the incumbent will lead the design and coordination of capacity strengthening initiatives across the SHIFT Consortium, strengthening the institutional and technical capacities of consortium partners, promoting localisation, and enhancing programme quality, compliance, and the delivery of inclusive, accountable, and resilient WASH services.
Key Responsibilities:

  • Build and sustain strategic partnerships with consortium partners, government agencies, and technical stakeholders to strengthen collaboration and local leadership.

  • Coordinate and support organisational capacity development strategies, including assessments and action plans aligned with localisation priorities.

  • Design and facilitate inclusive capacity development initiatives, empowering Rohingya communities—especially women, adolescents, persons with disabilities, and other vulnerable groups—to participate in WASH service delivery.

  • Provide technical guidance to partners to strengthen organisational systems, programme quality, accountability, and donor compliance.

  • Promote knowledge sharing, innovation, and cross-learning by documenting and disseminating good practices and lessons learned.

  • Coordinate planning, implementation, monitoring, and reporting of capacity development activities with relevant teams and technical units.

  • Organise consortium meetings, workshops, learning events, and joint field visits, ensuring follow-up of agreed actions.

  • Monitor and evaluate capacity development interventions to improve programme quality and organisational performance.

  • Ensure integration of safeguarding, PSEAH, gender equality, disability inclusion, climate resilience, and AAP across all capacity development initiatives.

  • Contribute to consortium planning, donor reporting, and strategic initiatives that support localisation and institutional sustainability.

Safeguarding Responsibilities:

  • Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation, including sexual exploitation and abuse (SEA), to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action

  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
