Experience:
A Master`s degree (or equivalent) in governance/local governance, public policy, public administration, urban and regional/rural planning, geography, social sciences, climate change, sustainable development, climate policy, or a closely related field is required.
At least five (5) years of relevant professional experience in development and climate change adaptation, project management, or a related field, with a strong preference for candidates who have worked on projects focusing on locally led initiatives, and working closely with the community.
Demonstrated solid knowledge of climate change adaptation, community-based adaptation, governance mechanisms, climate policy landscape, and locally-led adaptation.
Demonstrated success and skill set to efficiently build consensus and navigate complex stakeholder landscapes
Direct experience working with Local Government Institutions (urban and/or rural) will be given priority.
Experience working with NGOs and CSOs will be considered as an advantage.
Excellent communication and interpersonal skills, with the ability to engage and work effectively with diverse stakeholders
The International Centre for Climate Change and Development (ICCCAD), based at Independent University, Bangladesh (IUB), is a pioneering think tank dedicated to advancing climate resilience efforts through Locally Led Adaptation (LLA) and addressing Loss and Damage (L&D). It focuses on bridging the gap between policy and practice, advocating for sustainable, community-driven adaptation strategies, particularly in vulnerable regions across the Global South. About the project: The United States Agency for International Development (USAID Bangladesh-funded ClimAct activity is a five-year project led by Winrock International focused on supporting Bangladesh`s transition to net-zero and climate-resilient development pathways. This involves three key objectives: (1) catalyzing climate-positive shifts in the policy landscape, (2) transforming economic and financial systems, and (3) enhancing governance and citizen engagement.
Position: We are seeking an experienced and dynamic professional to serve as the LLA specialist for the ClimAct Activity. Given that ICCCAD-IUB has been awarded this project, the LLA Specialist will be an integral part of the USAID ClimAct project team and will play significant role in mainstreaming LLA in climate actions The specialist will drive forward our initiatives in development and climate change adaptation, with a specific focus on promoting and empowering locally-led actions across Bangladesh. The specialist will also support capacity building, encourage country ownership, and ensure sustainable development practices are integrated into project implementation.
Tentative Responsibilities:
Develop scopes, initial plans, and work, in collaboration with the technical leads, for localization and enhancement of National Adaptation Plan (NAP) implementation following the LLA principles
Design, demonstrate, and scale LLA planning and implementation through
a harmonized LLA framework and guidelines across different administrative tiers piloting and developing Local Adaptation Plans of Action (LAPAs) and City Climate Action
Plans (CCAPs) through a participatory approach
integration of LLA principles in the national planning and budgeting process
Develop strategies and leverage opportunities to enhance both government and local ownership, buy-in, and operationalization of the aforementioned processes in coordination with the government planning specialist and civic engagement specialist
Identify learning and capacity-strengthening needs of LGIs, NGOs, and other relevant actors to develop and provide technical assistance for mainstreaming the aforementioned processes to enable the sustenance of locally-led practices within the system
Support the identification, development, and/or implementation of projects to scale LLA (at the local, and national level)
Support the development of scopes and works, and subsequent evaluation of outcomes, impacts, and feedback loops, in collaboration with the technical leads, to improve the effectiveness of the LLA approach (e.g. in designing small grants)
Coordinate events, workshops, webinars, and other knowledge-sharing events to promote locally-led climate intervention principles and disseminate project results
Expand a network of LLA practitioners, experts, and policymakers to pinpoint and propagate
LLA best practices
Identify and leverage strategic opportunities to scale up LLA best practices through oartnerships
Champion peer-learning initiatives in LLA, contributing to the expansion of ICCCAD-IUB`s LLA activities under the LLA program and actively collaborating with diverse stakeholders, partners
Other duties as assigned by the Chief of Party (COP), Deputy Chief of Party (DCOP), and Senior Climate Adviser
