Job Context:
∎ The National Center for State Courts is inviting applications from qualified candidates with a proven commitment to the rule of law for the position of Legal Officer. The position is funded under two current NCSC programs: The Strengthening Rule of Law Program and The Increasing Access to Justice Program, funded by the U.S. Department of State. The programs will be implemented in collaboration with the U.S. Embassy and in partnership with the Ministry of Law, Justice and Parliamentary Affairs, the Judicial Administration Training Institute, and subordinate courts and legal aid committees to strengthen the Rule of Law and Access to Justice in Bangladesh.
∎ The position reports to the Chief of Party and is part of a five-person Legal Team. The position is Dhaka-based with periodic travel to other Districts in Bangladesh.

Job Responsibilities:
∎ Serve as legal expert for project activities, as assigned, and prepare research summaries, overviews of laws and other short memorandum and correspondence on relevant legal matters.
∎ Work with relevant counterparts, committees, and working groups to implement program activities in accordance with the work plan, implementation schedule, and Monitoring & Evaluation plan.
∎ Maintain liaison with Bangladeshi legal institutions, justice-related institutions, and civil society organizations, including, but not limited to, the MOLJPA, JATI, the Supreme Court, District Courts, Special Tribunals, Legal Aid Committees, and University Law Faculties.
∎ Manage, in coordination with Finance Team and counterparts, planning for relevant meetings and events, including venue selection, program development, and event logistics.
∎ Attend, participate in, and/or report on formal and informal meetings with counterparts, including judges, court personnel, and related partners, including donor-funded projects.
∎ Conduct and/or monitor training in areas relevant to project activities, in collaboration with colleagues and counterparts.
∎ Coordinate the planning and conduct regular monitoring of activities in the program's target Districts, including regular contact with counterparts and field visits.
∎ Prepare, or assist in preparing, annual program work plan, implementation schedules, performance monitoring plan, policy papers and position papers, and periodic reports required by the U.S. Embassy, including quarterly and annual progress report.
∎ Provide verbal and written English/Bangla translation, as needed.

Additional Requirements:
∎ At least five years as Legal Officer/Coordinator, Program Officer/Coordinator, or similar position working on justice sector capacity building, legal reform, or countering violent extremism projects in Bangladesh.
∎ Knowledge of organizational and procedural laws regulating the Bangladeshi judiciary.
∎ Prior experience working with MOLJPA, JATI, the Supreme Court, the Bangladeshi judiciary, and/or other justice sector institutions preferred.
∎ Prior experience organizing and delivering training on legal issues will be viewed favorably.
∎ Strong research background and demonstrated experience preparing legal documents, memoranda, and reports.
∎ Strong organizational skills, rigorous attention to detail, and problem-solving abilities needed to perform effectively in a demanding position.
∎ Demonstrated interest in judicial reform, capacity building, and improving the ability of courts, judges, and judicial staff to improve efficiency and accessibility.
∎ Demonstrated ability to work as part of a team to achieve complex results under strict deadlines.
∎ Demonstrated commitment to ethics, transparency, and accountability in program implementation.
∎ Computer literacy (MS Word, Excel, Bangla composing skills, internet navigation, etc.).
∎ Excellent spoken and written English and Bangla.
