Job Context:
∎ Applications are invited from suitable candidates for the position of "Legal Officers/ Junior Legal Officers" for TAI Legal Services Program for the Refugees. The positions will be based at Field Offices of Technical Assistance Inc (TAI) in the Refugee camps of Teknaf and Ukhiya Upazillas of Cox`s Bazar district.
∎ Duration:
∎ Five (05) months, with possibility of extension based on performance.

Job Responsibilities:
∎ Scope of work: The incumbent will work at the camp and will engage with a wide range of stakeholders, including the victims/survivors and their families, camp authority, Medical Team Leader (MTL), Government Hospital, community leaders (Camp leader and Block leader), law enforcement agencies in the camp, local police stations, relevant courts, shelter homes, and UNHCR as may be required to ensure strengthened response mechanism for incidents.
∎ In order to achieve the objectives of the assignment, the day to day responsibilities of the incumbent include, but are not limited to:
∎ Responding to cases of SGBV, trafficking,abduction,and major cases of human rights violation, particularly focusing on emergency response to grave offences like rape, physical abuse, child abuse, etc. at camp level in accordance with UNHCR?s Standard Operating Procedure on respective issues;
∎ Registering the cases with full details and providing legal counseling to refugees victims/ survivors and their family who approach the legal service center to ensure a well informed decision making regarding engaging in legal process;
∎ Undertake mediation and other forms of dispute resolution among the refugees
∎ Interventions with authorities to rescue victims of trafficking, abduction, illegal detention and illegal confinement
∎ Conduct monitoring visits to detention centres and Interventions made to release individuals from detention, including legal support, where appropriate
∎ Organise prison visits by family members of detainees and report to UNHCR periodically
∎ Coordinating with the health officials
∎ Provide legal assistance to the victims/ survivors at every step of the proceedings starting from the medical centre, CIC office, police station and judiciary until the final verdict;
∎ Making the primary assessment on required legal action and share a legal opinion with the survivor and UNHCR;
∎ Provide legal counseling to refugees in ensuring access to justice as per UNHCR?s guidance;
∎ Drafting the application and General Diary to lodge at local police station;
∎ Accompanying the survivor, if interested, to the local police station or Court to file case;
∎ Preparing the survivor to attend hearing at Court;
∎ Assisting the Public Prosecutor to represent the survivor at Court during hearing;
∎ Represent refugees at court level in cases that are supported by UNHCR;
∎ Working in coordination with relevant stake holder and UNHCR to ensure proper intervention/support required from the respective organizations;
∎ Updating UNHCR focal person on legal services provided in the camp;
∎ Maintaining confidentiality with regard to information of survivors;
∎ Following UNHCR Code of Conduct;
∎ Conducting legal literacy session on legal issues and legal consequences with the members of refugee community leaders on a periodic basis;
∎ Undertaking fact findings in coordination with the police and camp authority if necessary;
∎ Undertake any other responsibilities as required by UNHCR, including the responsibilities meeting to address domestic violence.
∎ Identify the challenges in ensuring prompt and effective response to victims/ survivors, and propose evidence based strategies to overcome those challenges;
∎ Prepare case studies and lesson learnt reports based on his/her experience of working with the refugee survivors;
∎ Interventions with authorities to rescue victims of trafficking, abduction, illegal detention and illegal confinement
∎ Conduct monitoring visits to detention centres and Interventions made to release individuals from detention, including legal support, where appropriate
∎ Organize prison visits by family members of detainees and report to UNHCR periodically
∎ Prepare monthly/quarterly work plan for legal component;
∎ Prepare monthly/quarterly progress report for office.

Additional Requirements:
∎ Minimum two years' experience as an Advocate. (for legal officer)
∎ Past experience of working with Legal Aid organization shall be considered as added qualification.
∎ The applicants should have experience in the following area(s):
∎ Legal Aid & Services
∎ Professional affiliation: Membership of the Bangladesh Bar Council and membership of the Cox's Bazar District Bar Association is desirable (for legal officer)
∎ The candidate must be fluent in Bangla & English (case Drafting, Reporting, Computer Literacy and e-mail Correspondence)
∎ Capacity to communicate and understand local Chittagonian dialect will be considered as additional qualification
∎ Strong humanitarian orientation and will to work closely with refugees survivors.
