Experience:

Support BRAC's broader advocacy on localisation by contributing evidence and lessons from the SHIFT programme to policy forums and publications
Assist in the development of new WASH programme proposals building on SHIFT implementation experience
Represent BRAC at high-level humanitarian coordination forums in Cox's Bazar and Dhaka as required by the Head of Pooled Fund
Experience:
Minimum 5 years of progressive experience in development programme management, including at least 3 years in a senior leadership role. Experience in WASH programming, multi-partner consortia or pooled fund management, FCDO/DFID-funded programmes, or the Cox's Bazar Rohingya response will be an advantage.

The BRAC Pooled Fund initiative, funded by the UK Foreign, Commonwealth & Development Office (FCDO), is implementing the 8.5-month SHIFT (Sustainable WASH and Humanitarian Innovation for Local Transformation) Consortium project to serve Rohingya refugees and vulnerable host communities in Cox's Bazar. The project aims to improve access to safe, inclusive, and sustainable Water, Sanitation and Hygiene (WASH) services for these communities. It also strengthens the capacity of local partners to deliver quality, accountable, and sustainable humanitarian services. Led by BRAC in partnership with national and women-led organisations, the consortium promotes locally led humanitarian action through strengthened institutional capacity, leadership, and community engagement.
Lead strategic partnerships and locally led humanitarian action for sustainable programme impact. The Lead Consortium will provide strategic leadership and overall accountability for the FCDO-funded SHIFT WASH programme, hosted by BRAC’s Pooled Fund for Localisation and implemented through six national and local NGO partners in Cox’s Bazar. The role will oversee consortium operations, programme quality, and partnership effectiveness while serving as the key liaison between FCDO, BRAC senior management, consortium partners, and humanitarian coordination platforms.
Key Responsibilities:
Provide strategic leadership to the Consortium Secretariat and partners, ensuring alignment across WASH service delivery, localisation objectives, and programme priorities.
Lead programme inception and adaptive management, including implementation planning, workplans, MEAL framework development, and alignment with JRP 2026, WASH Sector standards, RRRC policies, and FCDO requirements.
Serve as the primary liaison with FCDO and ensure timely reporting, transparent communication, and compliance with donor requirements, including safeguarding, PSEAH, eligible costs, anti-fraud frameworks, and regulations.
Ensure effective partnership management across consortium partners by promoting accountability, coordination, collaboration, and equitable partnership approaches.
Oversee localisation and capacity strengthening initiatives through the Organisational Capacity Development framework and partner secondment programme.
Ensure transparent financial management through fair budget allocation, timely sub-grant disbursements, financial oversight, risk management, fraud prevention, and incident reporting.
Provide technical oversight of WASH programme quality, MEAL systems, data-driven learning, and evidence-based adaptive management in line with Sphere standards, CHS commitments, and inclusive programming principles.
Represent the consortium with WASH Sector actors, government bodies, UN agencies, and other stakeholders while supporting partner engagement in coordination platforms.
Safeguarding Responsibilities:
Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation, including sexual exploitation and abuse (SEA), to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
