Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, build capacities of local stakeholders, and reduce the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staffs: Around 292 National staffs and 08 international staffs
∎ HI is currently looking for an Inclusion Officer for its "Emergency Protection, Psychosocial support and Health services (for vulnerable population in Cox`s Bazar district, Bangladesh, 2020-2021)" project funded by ECHO. Inclusion Officer will promote Inclusive Humanitarian Actions (IHA) in Rohingya response through capacity building and on-job coaching of ECHO partners
∎ Job Location: Teknaf
∎ Line Manager: Project Manager
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: As early as possible to 31 May 2022 with the possibility of extension.

Job Responsibilities:
∎ Objective-1:
∎ Support the Inclusion Senior Technical Officer in the organization of a Kick-off workshop with ECHO partners (20 participants) to orientate them on global disability inclusion guidelines and understand their needs in terms of capacity building.
∎ Capacity building for 10 ECHO Partners (1) and on-job coaching for 3 ECHO partners (2) working on Rohingya responses to improve their knowledge and skills on the inclusion of people with disabilities.
∎ In coordination with Inclusion Senior Technical Officer, ensure implementation of training to build a basic understanding of 10 ECHO partners on disability-inclusive programming.
∎ Conduct participatory assessment with 3 selected ECHO partners to identify tailored coaching and technical support required from HI; jointly prepare an action plan to improve disability inclusiveness in their programing, follow up and update the action plan and preserve relevant documents.
∎ Collect good practices of disability Inclusive Humanitarian Action and disseminate with all external stakeholders.
∎ Form a group including persons with disability to identify criteria of disability IHA, capture the changes made by ECHO partners after having on-the-job coaching and technical support from HI from the beginning to end of the project.
∎ Share the collected good practices with Inclusion Senior Technical Officer and consultant; ac-commodate their opinions to finalize the collected good practices.
∎ Carry out Lessons Learnt workshop to consolidate experiences, identify good practices and challenges faced.
∎ Organize lessons learned workshop with selected ECHO partners consultation with Inclusion Senior Officer and share experiences earned throughout the action.
∎ Prepare the relevant PSRs to organize training, workshop and necessary materials for ECHO partners, ADWG; archive training and workshop related materials and documents such as attendance sheet, training/workshop report, pre & post-test paper, action plan jointly prepare with ECHO partner, IEC materials, meeting minutes, photographs.
∎ Objective-2:
∎ Prepare work plan(s), feedbacks of meetings/ field visits, and periodic reports;
∎ Identify training needs and plan/conduct training to enhance the capacity of the beneficiaries;
∎ Ensure effective cooperation, coordination, and representation of the project with local stakeholders;
∎ Maintain monitoring and evaluation systems;
∎ Participate in the meetings assigned by the line manager;
∎ Regular update the field situation to line manager and follow his/her suggestions/ recommendations;
∎ Accountable for the image of the organization in Bangladesh and must promote its philosophy and approach;
∎ Has to respect an obligation of discretion on all confidential information about the organization;
∎ Has to respect the strict public distance of political and religious neutrality of the organization;
∎ Has to respect Donor/project communication, Data protection rule, and visibility guideline.
∎ Has to abide by the HI related different policies (like Child Protection Policy (CPP) and Protection of Sexual Abuse and Exploitation (PSEA), Data Protection and Anti Bribery)
∎ Has to perform any other activities suggested by line manager for the improvement of project or organization.
∎ Objective-3:
∎ Conducted 3 assessments with the selected ECHO partners and prepared an initial report base on the assessment data.
∎ Prepare action plan of given on the job and technical support to selected ECHO partners.
∎ Regular follow-up with 3 ECHO partners on the implementation of their action plans.
∎ Collected at least 3 good practices those have created through HI's on the job and technical support.
∎ Necessary actions (such as PSR preparation, develop a training plan, collect required information of participants, and maintain communication to ensure participation) have been taken to organize 3 training and 4 workshops with ECHO partners and members of ADWG.
∎ Archived relevant data, reports, materials produced through the HI action such as attendance sheet, training/workshop report, pre & post-test paper, action plan jointly prepare with ECHO partner, IEC materials, meeting minutes, photographs.

Additional Requirements:
∎ Age at least 25 years
∎ Experience and comprehensive understanding of disability issues, awareness-raising, and training material development/training implementation.
∎ Experience in local inclusive development/CBR/disability rights/support OPD is preferred.
∎ Experience of working in a remote community setting is an advantage.
∎ Proven analytical and planning skills.
∎ Knowledge of disability and development issues in Bangladesh.
∎ Have the capacity to maintain close relationships with partners, stakeholders, and clients.
∎ Experience in contributing to data collection and indicator tracking within development projects or programs.
∎ Computer knowledge (MS office package- both in English and Bangla).
∎ Excellent communication skills in both verbal and written Bangla and English.
∎ Ability to work under pressure and in a multicultural team environment.
∎ Availability to travel to remote areas and spend time at the field level.
∎ Strong teamwork approach.
