Job Context:
∎ Hygiene Specialist will have co-responsibility of managing the Myanmar-Bangladesh Refugees Emergency WASH sector Response in Cox’s Bazar. Under the leadership of the WASH Manager, s/he will be responsible for technical aspects and administrative oversight of the program, and will serve as the secondary sector contact person to the WASH sector/cluster, donors, and local government entities.
∎ S/he will co-managing the WASH team, such, Hygiene Promotion Coordinators, and WASH Facilitators/Volunteers, and engagement with stakeholders as well as ensuring the quality, timeliness, and efficiency of all products and activities generated under the respective grants. Hygiene specialist is expected to have strong leadership qualities and both the depth and breadth of technical and management expertise. S/he also provides strategic leadership and supervision of contractors while ensuring the security, feasibility, and sustainability of the program and contribution to the intended project outcomes.

Job Responsibilities:
∎ Program management and evaluation:
∎ Support the Manager to coordinate and monitor local partners on WASH activities implementation.
∎ Develop concept notes, proposals and oversee the implementation and financial management of emergency-related projects (potentially includes development and/or revision of budgets, staffing plans, reporting, monitoring and evaluation, accountability, etc)
∎ Provide support and to monitor quality of Project activities (Hygiene related )and NFI kit distribution
∎ Following each Project, undertake and document a “lesson learnt / case study” analysis and liaise with the WASH Sector Lead/Deputy Operation director on all issues faced during project cycle.
∎ Ensure that the Field office and field operations are supported and prepared to respond where WASH is a significant humanitarian need with high quality, timely and consistent WASH programming
∎ Undertake WASH assessments and gender analysis to develop a response WASH strategy, and work with the Response office to determine requirements to establish WASH programs
∎ Promote the use of the WASH Minimum Commitments tool in all aspects to support Staff in building their capacity in Hygiene promotion, gender and vulnerability, in addressing key issues through programmed activities and in setting a response that is accountable to affected people.
∎ Support WV response team and field staff with capacity building, strategic planning, proposal development (incl. budgets), implementation and management of WASH programs, ensuring adherence to policies and procedures, implementation of donor requirements and reporting and ensuring contractual responsibilities.
∎ Promote accountability to both beneficiaries and donors
∎ Ensure that overall responses conform to good practice standards in mainstreaming gender including conducting assessments in a gender-sensitive manner and use of the WASH Minimum Commitments.
∎ Assist in staff capacity building, contingency planning and emergency preparedness planning by working with WV staff (both in response and country remotely), reviewing preparedness levels and supporting the institutionalization of contingency planning processes
∎ Representation:
∎ Updates on World Vision’s involvement in WASH cluster meetings
∎ Support WV team to participate in coordination processes such as the Inter Agency Steering Committee (ISCG) WASH Sector, HPTWiG and ensure that the WV team respects guidelines established by the Sector or other coordination mechanisms
∎ Review and provide 4W matrix for WASH Sector and represent WV in Technical Working Groups (TWiG), in consultation with WASH Sector Lead
∎ Confirmed (acknowledgement) contribution to the Technical Working Groups (TWiG)
∎ Financial Management:
∎ Expenses are in line with agreed overall budget and activities.
∎ WASH implementation at field level carried out in line with grant budgets.
∎ Budget reports are reviewed and remedial action taken to address underspent and misallocation.

Additional Requirements:
∎ Ability to design and manage appropriate emergency WASH programmes with at least three years’ experience in the emergency WASH sector including preparedness specially for Hygiene and Gender inclusion
∎ Experience of line management (of consultants and contractors) including programme and budget management.
∎ Demonstrated experience in capacity building and proven ability to lead, coach and motivate staff.
∎ Experience of implementing behaviour changes approach; RANAS, CCC-PLTH
∎ Strong understanding of issues of gender and vulnerability in WASH, and proven experience of addressing these challenges in emergency contexts.
∎ Demonstrated ability to respond effectively to challenges, work effectively in a cross functional, diverse and busy team environment with minimal supervision.
∎ Excellent English communication skills (oral and written)
∎ Thorough knowledge of MS office and Lotus Notes

∎ Experience in WASH or a related field at least 3 years Essential
∎ Must be willing and able to travel camp up to 40% of the time
