Job Context:
∎ The Hygiene Officer is primarily responsible for Hygiene Promotion outputs of an operational program in WASH response. They manage the day-to-day Hygiene Promotion activities, with each Hygiene Officer working with a group of Community Mobilisers in a specific location or sector of the disaster-affected population.
∎ S/he will be managing the field WASH team, such as WASH Facilitators/Volunteers, and engagement with stakeholders as well as ensuring the quality, timeliness, and efficiency of all products and activities generated under the respective grants. The Hygiene Officer is expected to have strong leadership qualities and both the depth and breadth of technical and management expertise. Supervise Hygiene Promotion activities in line with relevant standards, codes of conduct, and humanitarian principles. Use participatory approaches as a far as possible throughout the program cycle, in training, and in the use of tool kits and other materials. Supervise Hygiene Promotion activities and resources so that they are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.

Job Responsibilities:
∎ 1. Program management and evaluation
∎ Promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services, particularly solid waste management plant.
∎ Conduct participatory approach CCC in promoting good water, sanitation and hygiene practices in targeted areas.
∎ Ensure that action is taken to mitigate priority water and sanitation related health risks.
∎ Facilitate appropriate community involvement in the design and delivery of essential WASH services and facilities using safety audit tools and gender assessment.
∎ Assesses and identify the needs of NFI items related to Hygiene Practice and sensitization before and after distribution for effective use.
∎ Carry out needs assessments, baseline studies and mid and final evaluation, and feedback findings to stakeholders and Help plan strategy and appropriate intervention to reduce WASH-related risks using RANAS Approach.
∎ Collate data from Community Mobilisers and prepare regular reports on activities
∎ Regular submission of reports to WASH Coordinator (Hygiene)
∎ Evaluation report, success stories and lesson learned are documented and report back to Coordinator.
∎ 2. Staff management
∎ Lead the teams of community mobilizers/hygiene promotion volunteers & guide them.
∎ Ensure close liaison & consultation with Communities leaders, Imam, Majhi during implementation of the WASH services.
∎ 3. Financial Management
∎ Keep proper records of field expenditures and report on these to the WASH Coordinator (hygiene).
∎ Proper planning for wages of daily basis Volunteers and worker. And also working for advance request and settlements with Coordinators.

Additional Requirements:
∎ At least one year of practical experience in the country concerned, in relevant community development, MEAL, WASH, nutrition, or similar programs.
∎ Knowledge of one or more of the following: public health, nutrition, health or Hygiene Promotion, community water supply and sanitation.
∎ Experience and understanding of Hygiene Promotion and community mobilization in relation to water and sanitation activities.
∎ Knowledge of solid waste management in complex environment
∎ Familiarity with the culture of the affected population, ability to develop respect from a wide range of people and strong ability to communicate effectively on hygiene matters.
∎ Assessment, analytical, and planning skills. Experience in monitoring & accountability will get preference.
∎ Fluency in the language of the affected population and the international language used in the humanitarian operation.
∎ Ability to work well in a team in difficult circumstances.
∎ Ability to train and increase capacity of Volunteers
∎ Excellent English communication skills (oral and written)
∎ Thorough knowledge of MS office and Lotus Notes
∎ Commitment to World Vision Core Values and Mission Statement
∎ Ability to exhibit exemplary lifestyle as interpreted in specific local culture context
∎ Agreement with World Vision’s Christian ethos
∎ Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina
∎ Must be willing and able to travel nationally up to 90% of the time
∎ Some project locations may be in remote areas. Staff is expected to live near the base location for short period.
