Educational Requirements:

Job Context:
∎ Type of Contract: Fixed Term Contract of Three (03) years starting from 01 August 2020 to 31 July 2023
∎ Duty Station: Head Office, Dhaka
∎ Job Purpose: As a key member of Concern`s Risk Reduction and Response Unit (RRRU), this position is responsible for ensuring Concern fulfils its commitment to respond effectively and efficiently to emergencies, leading DRR/Resilience building initiatives with Concern Worldwide as appropriate. This is a mid-level national position within the organisation and is responsible for providing project management and operational leadership in collaboration with partner NGOs, consortium partners and other stakeholders. The candidate is expected to spend minimum 40% of their time in the field for capacity building, project development, monitoring or other related purpose. The management also reserves the right to assign any other responsibilities as part of organisational requirement including extending support to in the Cox`s Bazar, Rohingya Response programmes.

Job Responsibilities:
∎ Monitor disaster situation regularly and submitting timely situation reports from field, developing PCN or proposal within tight deadlines and also compiling a comprehensive report in collaboration with others as and when required;
∎ Ensure capacity building support to partners as and when required as part of Preparedness for Effective Emergency Response (PEER);
∎ Actively work with others to activities ALERT process (Dublin or any other actors) or other innovative ventures as per direction of Concern.
∎ Ensuring effective coordination, joint implementation and monitoring of planned activities between all partners and project staff towards achieving the project objectives.
∎ Review and monitor budgets of Concern and Partner, to support financial stability, on-going programme viability, efficient cost structures and value for money that meet the requirements of donors.
∎ Participate in team planning (other Concern Depts. PNGOs or Consortium partners) and other meetings, working to set common objectives and goals and striving to ensure these are successfully achieved;
∎ Ensuring that staff are adequately trained on relevant subjects (DRR, Resilience, Compliance standards, etc. and developed for their roles e.g. by analysing staff training needs, organising the delivery of training or coaching, coordinating the sharing of experience.
∎ Facilitate Preparedness for Effective Emergency Response (PEER) training for enlisted partner NGOs and for others (as deems appropriate including Cox's team) and retain capacity level up to the mark to make expected standard delivery.
∎ Promoting and ensuring compliance with the requirements of Concern's Code of Conduct and its associated safeguarding policies and Core Humanitarian Standards of Accountability (CHS) to ensure maximum protection to programme beneficiaries, and to welcome feedback.
∎ Any other duties as specified by the Line Manager/Country Director.

Additional Requirements:
∎ At least 10 years progressively responsible professional work experience with INGOs in managing disaster Risk Reduction/resilience projects and emergency response programmes; Familiarity with the Early Warning, Forecast based Action (FbA) agenda is an advantage.
∎ Practical experience of managing at least three-disaster risk reduction and eight disaster response projects with fund from DG ECHO and DFID and of working in remote areas in emergency situations. Experience in working with Consortium would be an added advantage
∎ Experience in participatory programme planning with PNGOs, management, implementation, monitoring would be an advantage.
∎ Theoretical knowledge of the principles and practices of DRR, Resilience building, Climate Change and Emergency
∎ Skills in networking, negotiation and persuasion, advocacy and for mainstreaming new concepts and approaches.
∎ Response, including SPHERE and CHS standards would be an advantage.
∎ Experience in working through partners (NGO/GO).

Salary:
∎ The gross annual salary range will be from BDT 1,449,504/- to BDT 1,763,544/-
