Job Responsibilities:
∎ Lead central monitoring and evaluation for all programs in the areas of Poverty Reduction, Education, Health & Nutrition, Microfinance, WASH, Gender equity, Empowerment - rural and urban, Skill development, Disaster management, Climate change, Legal support etc.
∎ Understand various stakeholders' needs for monitoring and evaluation and plan to support thereby
∎ Lead the development and continuous updating of the MEL policy and framework in relation to the BRAC Strategy 2021-2025
∎ Re-structure, if needed, the department's governance and management processes to reflect management and partner/donor standards for more effectiveness and efficiency
∎ Ensure programs plan their M&E activities as per program objectives and prepare M&E plan accordingly
∎ Ensure M&E Plans are done following global best practices and support program improvement
∎ Facilitate the development and establishment of appropriate indicators, targets for reporting to the key stakeholders on progress towards achievement of targets for the process, output and outcome indicators.
∎ Ensure the results of M&E activities feed into program re-design, other improvements
∎ Lead communication with programs and functions about the learnings and the implementation of learnings
∎ Ensure use of both qualitative and quantitative methods for monitoring and evaluation of various programs
∎ Provide technical support and oversee the M&E tools development, analysis and report writing
∎ Set up DQA (data quality assessment) framework for all programs based on five quality criteria of validity, reliability, precision, integrity and timeliness
∎ Implement data quality framework regularly to ensure quality of data across all programs
∎ Encourage various programs to use common data standard and policy
∎ Measure implementation quality of programs based on agreed programme quality indices
∎ Monitor data-based decision making at field level management and suggest for efficiency
∎ Analyze and aggregate evidence for results in BRAC's strategic programmatic thematic areas
∎ Review the TORs for the third-party evaluations and ensure the objectives and key evaluations questions are mentioned properly and the intended methodology is correct
∎ Oversee the evaluation processes to ensure the intended objectives are met
∎ Develop and maintain the process for keeping all evaluation findings in a central portal and ensure the right use of the findings by the concerned programmes
∎ Organize learning sessions to ensure that lessons learned are captured and utilized in planning and implementation of project activities
∎ Develop capacity of M&E colleagues and provide coaching/mentoring where needed
∎ Organize regular M&E capacity building sessions on latest M&E approaches and methods to address BRAC's complex needs
∎ Establish a safeguarding culture across all level of the programme by implementing the safeguarding policy. Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure

Additional Requirements:
∎ Minimum 10-12 years' working experience in a national or international development organization with experience in an equivalent position is required.
∎ Experience in the development of strategic approaches to the use of monitoring, likely to include both outcome and output
∎ Experience with the design, use and purpose of a wide range of monitoring methods
∎ Experience of aggregation of findings and analysis of the strategic use of evidence
∎ Strong understanding and application of a range of data collection methods, including qualitative and quantitative methods
∎ Monitoring experience in a range of national and international projects
∎ In-depth knowledge on different development programmes such as: education, health, humanitarian program and enterprises
