Job Context:
∎ The USDA Feed the Future Bangladesh project, funded by USDA and implemented by ACDI/VOCA, aims to achieve the following objectives: (1) To increase the productivity of livestock (cattle and goat) by improving animal health and adoption of new production technologies, while reducing greenhouse gas emissions and conserving land resources. (2) To improve and increase the trade of livestock (cattle and goat) by linking producers to end buyers and increasing access to investment capital.
∎ Pursuant to its mission, ACDI/VOCA is seeking experienced and talented professionals for the Governance Lead position. The Governance Lead will be the focal point for coordination with the Government of Bangladesh and other donors and strengthening capacities to promote an improved policy and regulatory framework. The Governance Lead also supports other project leads to incorporate climate smart technologies into the livestock sector and move the sector toward large-scale adoption of improved animal health management practices. The job holder will work across the project team, government actors, donors, market actors and service providers, and livestock producer groups to ensure complementarity for capacity building for all climate smart agriculture (CSA) and animal health (AH) efforts.

Job Responsibilities:
∎ Lead the project's Political Economy Analysis to uncover the nuanced political context for CSA and explore themes of power, influence, exclusion, constraints, rules and norms, and incentives and abilities to achieve change.
∎ Improve interagency and intersectoral coordination by addressing three key aspects, with a focus on increasing women and youth participation:
∎ Carry out a legal study to identify opportunities for harmonizing and simplifying the policy framework for CSA.
∎ Support the creation of an online interactive livestock data and knowledge platform.
∎ Promote cross-sectoral, interagency, and donor communication and collaboration on CSA (e.g., MoFL, MoEFCC, MoA, DAE, FAO, World Bank, USAID, USDA).
∎ Lead the elaboration of climate goals into the livestock sector's operational documents.
∎ Design and coordinate public-private dialogue (PPD) to uncover priority issues facing veterinary service development and support the Climate Smart Productivity Lead to co-develop a joint agenda with the Department of Livestock Services to improve veterinary services to meet sector needs.
∎ In collaboration with University of California Davis and other technical partners, work with government entities, Bangladesh Livestock Research Institute and Bangladesh Agricultural Research Council, and universities to develop and approve a comprehensive feed R&D system improvement strategy that considers fodder and feed issues across users and value chains and develops more transparent, competitive, and coordinated linkages with the private sector to test and pilot new or underutilized technologies.
∎ Promote models for effective extension service delivery and technology transfer that boosts uptake of climate smart practices and animal health management.
∎ Collaborate with those responsible for the implementation of other technical components of the project to coordinate and harmonize actions across the components, such as the development and implementation of interventions related to capacity building in governance of livestock institutions (e.g., to build the capacity of DLS on the development of disease-specific targets and action plans, taking GHG emissions reductions into account during prioritization, and to train Department of Livestock Services on disease identification, diagnosis, treatment and control).
∎ Provide technical support to partners for the effective consideration of governance in the implementation of project activities.
∎ Directly supervise the employees assigned and provide relevant guidance and support in their day-to-day activities; manage employees' performance, career development and growth.
∎ Collaborate with appropriate project staff to integrate gender, youth, and social inclusion considerations into project design, implementation, and Monitoring, Evaluation, and Learning processes.
∎ Collaborate with appropriate staff to support implementation of the project Gender, Youth, and Social Inclusion strategy.
∎ Promote a culture of collaboration and learning amongst internal project staff and project stakeholders through knowledge sharing, developing thought pieces, and attending industry events.
∎ Report on and be accountable to relevant activity outcomes and impacts as well as the project's annual and life of project targets of relevance to the team lead's technical portfolio.
∎ May perform other duties as assigned.

Additional Requirements:
∎ Ten (10) years or more of relevant professional experience. Minimum 2 years working in livestock and climate change adaptation and mitigation.
∎ Demonstrate solid experience in the field of project management with a Governance component.
∎ Excellent knowledge of Bangladesh's government actors, development policy, and priorities for livestock and climate change.
∎ Professional working experience in gender mainstreaming and gender sensitive actions in the areas of climate action including proven experiences in climate change gender action plans will be a significant asset.
∎ Strong coordination skills and interpersonal/communications skills.
∎ Fluency in Bangla and English required.
∎ Ability to travel within the country as necessary.
