Job Responsibilities:
∎ Part I: Job Statement
∎ The Governance and Community Development Officer (GCDO) based at Upazila-level and responsible for performing governance and community development related activities. One of the key responsibilities of GCDO is to conduct various type or training programmes for the Suchana field staff, Union Parishad, Adolescent peer leaders, government stakeholders and other concerned at the community-, union-, and upazila-level. Her/his major programmatic responsibility will be Adolescent, VSLA, Social Protection, GPUK, DRR and Early Warning. S/he will work through the respective Field Facilitators (FF) and Suchana Community Mobilizers (SCM) with close coordination of Union Coordinators (UC).
∎ Part II: Job Responsibilities and Tasks
∎ A.1. Programme planning and implementation
∎ Assist the upazila team in preparing monthly work plan, DIP and AIP.
∎ Guide union team to form adolescent group, identify adolescent peer leaders and find-out community based adolescent friendly sites for weekly group session.
∎ Capacity building of peer leaders on life skills to roll out that sessions among Suchana adolescent group members.
∎ Coordinate adolescent vocational training and their employment provided by GoB & Suchana.
∎ Help union team to form VSLA group, capacity building of BHHs on VSLA modalities.
∎ Coordinate VSLA literacy training and share-out session in the community level.
∎ Orient UPs on social protection schemes, climate resilience and early warning system.
∎ Help & facilitate public hearing session with UP & community peoples in relation to safety net and resilience related service ensure.
∎ Help union team to form Gram Pushti Unnayan Kendra (GPUK), develop village development plan.
∎ Ensure capacity building training of GPUK members and the quarterly meeting.
∎ Ensure climate resilience session for Pustidol and early warning mechanism through engaging of UCs, FFs and SCMs.
∎ Maintain regular and close contact with DWA, UP, DYD, DOLF, DAE etc. in order to improve nutrition sensitive services for Adolescent.
∎ Support adolescents to adopt nutrition and gender norms and practise those learnings in their personal and community life.
∎ A.2. Programme supervision, monitoring and quality assurance & reporting
∎ Regular basis visit adolescent life skill sessions, VSLA & GPUK session, resilience session for pustidol and provide on spot support to the respective Peer Leaders, FFs & SCM as well as discuss with UC for further quality improvement.
∎ Monitor progress and process as well as support on activities related to governance and community development and collect data as and when require.
∎ Preparation and sharing of relevant case study and success stories.
∎ Prepare different event report and fill-out process monitoring tools as & when required.
∎ Ensure data quality provided by field staff (UCs & FFs) of assign intervention in each month before circulate MPDS from Upazila to APC.
∎ Represent Suchana in monthly coordination meetings of different GOB officials like DWA, UP, DYD and with UDCC.
∎ A.3. Programme implementation - mainstreaming resilience into program activities
∎ Revitalize and build capacity of the Upazila and Union Disaster Management Committee and jointly develop the respective disaster preparedness and management plan.
∎ Facilitate to the other TPs team members to building resilience at community and BHH household level
∎ A.4. Programme implementation - advocacy for governance
∎ Act as the focal point at the upazila level for advocacy and governance issues as & when required.
∎ Plan and undertake Local level advocacy (community, UP, local Service Providers) to include Suchana BHHs in different UP Standing Committee.
∎ Assist Upazila Coordinator to conduct various advocacy at upazila level.
∎ Engage local elites, GPUK & adolescent for local level advocacy with different service provider under public & private sectors.
∎ A.5. Programme implementation - Staff Capacity Building
∎ Organize & conduct formal & informal technical training / orientation for union team on VSLA, climate resilience, adolescent life skill, social protection etc.
∎ Provide technical guidance to FF for forming GPUK and their capacity building.
∎ Develop skill of the UP and its relevant standing committees.
∎ Support & guide the UC, FF and SCM to organizing community meeting, retreat and other adolescent activities.
∎ Facilitate different adolescent events like community meeting, retreat and other advocacy events with close assistance of UC.
∎ C. General
∎ Assist the upazila team in preparing monthly work plan, DIP and AIP.
∎ Assist Upazila Coordinator in organizing inception workshops at upazila and union level.
∎ Extend support to identify most vulnerable villages through union consultation meeting and transect walk as well as provide necessary support at different stages of BHH selection i.e. wealth ranking, HH verification, HH registration etc.
∎ Attend training/orientation (nutrition specific and nutrition sensitive and others) and other capacity development events as when asked by the programme.
∎ Perform any other task as and when assigned by the management.

Additional Requirements:
∎ Age 23 to 50 years
∎ Both males and females are allowed to apply
∎ Good communication, facilitation and motivational skills.
∎ Understanding on local culture and languages is preferable.
∎ Abilities to undertake extensive travel to village/community level.
∎ Having problem solving and prompt decision-making capacity.
∎ Ability to work under pressure.

Salary: Tk. 25000 - 35000 (Monthly)
