∎ FM Consulting International is currently recruiting for a reputable international organization to hire a FP Certification Program Manager for a USAID funded family planning project. The five-year USAID-funded family planning initiative aims to accelerate universal access to family planning in Bangladesh.
∎ The Project provides support for strengthening and expansion of access to quality Family Planning (FP) services through a collaborative health system capacity building partnership with the Government of Bangladesh (GoB) and being implemented in collaboration with the Directorate General of Family Planning (DGFP), Directorate General of Health Services (DGHS), and the National Institute of Population Research and Training (NIPORT). With collaboration with these directorates, the project is working with training institutes and their trainers to improve the quality of FP training through implementation of competency-based training of FP trainers and strengthening the management of training institutes. The project is providing technical assistance to DGFP, DGHS and NIPORT to develop curricula with emphasis on post-partum family planning, adolescent and youth friendly reproductive health services, including counseling, gender integration, supportive supervision and mentoring for FP providers. The project is also strengthening service delivery at facility and community levels to improve access to quality FP services.
∎ With regard to ensuring provider competency for provision of quality family planning services, including post-partum FP and adolescent/youth friendly reproductive health services, there are limited formal Continuing Medical Education (CME) programs and no requirements for taking additional or refresher education activities for health professionals. There is no system to assess provider competencies and certify their readiness after successful completion of both pre-service and in-service trainings prior to deployment. While providers are supervised at all levels of the health system, challenges remain such as ensuring provider competencies and standardizing these competencies across trainings.
∎ A key component for the provision of quality adolescent friendly services is quality counseling that is responsive to adolescent needs and in line with the National Adolescent Health Strategy (2017-2030) and National Plan of Action developed under this said strategy.
∎ The project is seeking to design and implement a pilot program to introduce and document the introduction of a certification program on sexual and reproductive health (SRH) counseling of adolescents. The pilot will document the design process, implementation, successes, limitations/challenges, and lessons learned in the implementation of the certification program for a select cadre of FP providers trained in SRH counseling. In addition, the pilot will inform the potential development and scale-up of a family planning certification program for FP providers.

Job Responsibilities:
∎ Work closely with the Senior Technical Advisor for Capacity Building and the Adolescent and Youth Specialist to facilitate the design of a Family Planning Certification Pilot on Adolescent Sexual Reproductive Health Counselling.
∎ Work with NIPORT, DGFP, DGHS and other relevant stakeholders to inform the design and implementation of the pilot
∎ Document pilot design, including development of metrics and benchmarks to support pilot monitoring
∎ Facilitate advisory and working group meetings over the course of pilot implementation with resources from the project, NIPORT, DGFP, DGHS and other stakeholders
∎ Support the implementation of the pilot Certification program and document the implementation processes
∎ Identify and work with certification body on issuance of certificates
∎ Work with the project's MIS manager to develop the platform for family planning certification
∎ Using ongoing results from the pilot, plan and conduct advocacy and sensitization activities at different levels with the project team to generate support for FP certification programs,
∎ Document the challenges and lessons learned of the implementation of the pilot
∎ Work on tracking, feedback and updating mechanisms for the FP certification program
∎ Prepare technical documents and internal/external communications, as required, on family planning certification
∎ Prepare content documenting progress to date on the FP certification pilot for routine quarterly project progress reports as well as in response to ad hoc requests by the donor or other stakeholders
∎ Submit a full report on the FP Certification pilot
∎ Any other relevant duties

∎ Experience Required: Minimum 10 years experiences working in health, sexual reproductive health and family planning sector
∎ Additional Job Requirements:
∎ Technical expertise on comprehensive family planning and sexual reproductive health, adolescent and youth friendly services is required
∎ Experience working with NIPORT, DGFP and DGHS is required
∎ Innovative, dynamic, demonstrated good negotiation and advocacy competencies
∎ Excellent negotiation skills and the ability to lead and build consensus, cooperation, and coalitions among individuals with competing interests
∎ Demonstrated ability to research and analyze Government policies, regulations and standards related to the public health and make recommendations for improvement.
∎ Excellent oral and written communication skills in Bangla and English is required
∎ Computer literacy in MS Office applications including Word, Excel, PowerPoint, and Outlook.

∎ Willingness to travel within the respective division and to head office periodically.
