∎ FM Consulting International is currently recruiting for a reputable international organization to hire seven Training Capacity Building Officers for a USAID funded family planning project. The five-year USAID-funded family planning initiative aims to accelerate universal access to family planning in Bangladesh. The project`s capacity building activities aim to improve public training institutes (National Institute of Population Training and Research (NIPORT), Directorate General of Family Planning (DGFP), and Directorate General of Health Services (DGHS) to improve classroom and teaching skills of public sector trainers as well as their management and administrative capacity.
∎ The Training Capacity Building Officers will be deployed to the following districts: Dhaka, Mymensingh, Tangail, Rangamati, Noakhali, Cumilla and Sylhet and will be attached to the NIPORT institutes there. Under the general leadership of the Senior Technical Advisor for Human Resources for Health (HRH) and Capacity Building, the Training Capacity Building Officers will support implementation of the project`s capacity building activities by working with public training institutes to plan and implement gender-sensitive family planning (FP) clinical trainings of FP providers according to standards for in-service training. The Training Capacity Building Officers will also work with public training institutes to strengthen management capacity for quality FP training. The position will be supervised by and report to the Capacity Building Manager.

Job Responsibilities:
∎ Serve as the focal person in planning and implementation of capacity building activities of the project at district level.
∎ Promote coordinated planning for FP trainings of public training institutes at the district level to reduce gaps and duplication.
∎ Work with Master Trainers to plan, co-facilitate, monitor and evaluate competency-based trainings using the Competency Based Training Manual for Trainers.
∎ Provide technical assistance for reporting of training and use of the Training Management Information system.
∎ Provide targeted and tailored technical feedback and conduct trainer follow-up, using trainer performance tools including digital checklists, and mentor trainers and other stakeholders of public training institutes at the district level to implement evidence-based capacity-building approaches to improve the quality of FP training.
∎ Provide technical assistance to trainers to use evidence-based tools and FP training curricula that include In-service Training Standards, Gender, and adolescent and youth reproductive health (AYRH) topics and provide feedback to project's technical managers on use of these tools.
∎ Participate in designing and implementation of different assessments, manuals, and other tools on Family Planning.
∎ Support and document learning's/ best practices from the project's implementation science and learning labs.
∎ Facilitate application of Optimizing Performance and Quality Tools and use of Training Management Improvement Framework and IST Standards for In-Service Training to identify and document management improvement gaps and plans to improve training management systems at training institutes.
∎ Advocate for introduction of a FP Certification pilot at district level as relevant.
∎ Lead in coordination and organization of all capacity building activities, meetings and workshops implemented by the project at districts and divisional level including liaison with the district's personnel, ensuring timely invitation for the right participants, securing venue and logistics support.
∎ Document and report on all capacity building activities implemented by the Capacity Building Team at district level.
∎ Represent the project's capacity building team in technical meetings with other Project staff, government officials and other relevant stakeholders at district level for improved coordination.
∎ Fulfill all reporting requirements from district to project head office and other duties as assigned

Additional Requirements:
∎ Minimum 8 years of experience working on health and family planning improvement projects at the district level health system, including some experience in family planning.
∎ Preferably from the respective district where he/she will be deployed.
∎ Experience in working with officials at any of the following: NIPORT, DGFP or DGHS Training Institutes or facilities as a clinical trainer or in a supervisory role preferred.
∎ Proven ability to effectively work with Government officials at district and divisional level in primary health care.
∎ Prefer experience planning or coordinating capacity-building and training initiatives.
∎ Excellent writing skills in Bengali and English.
∎ Oral and written communication skills in English.
∎ Computer literacy in MS Office applications including Word, Excel, PowerPoint, and Outlook (with Bengali typing skills).
∎ Willingness to travel within the respective division and to head office periodically.
