∎ Language requirement: Advanced proficiency in English required, with excellent written and oral communication skills.

∎ Ability to work effectively, independently, and in a team environment with a broad range of local and international personnel and partners.
∎ Demonstrated experience and skills in developing and managing large budgets of programs funded by USAID or other international donors.
∎ Demonstrated knowledge and experience of the procurement process from solicitation to award.
∎ Relevant experience working with USAID, or other international donors is preferred, as is experience working with donor-funded education programs.

Responsibilities & Context:
∎ Obtaining a comprehensive understanding of project activities, assisting project leadership in identifying innovative ideas and solutions through regular monitoring of any unspent amount of the budget.
∎ Conducting regular budget analysis, sharing updates weekly with HSEA management via a dashboard, ensuring timely insights into financial performance.
∎ Advising on accurate monthly budget forecasts, analyzing monthly fund requests, and ensuring alignment with project goals and annual budget targets.
∎ Maintaining collaborative relationships with internal and external stakeholders to update project budgets and report to HSEA senior management.
∎ Assisting financial audits of project finance files as needed, maintaining transparent and audit-proof record keeping systems with support from the Chemonics Financial Compliance team.
∎ Providing supports project office financial management through reviews of transactions, reviews of payment documentation and approval of petty cash.
∎ Reviewing and approving expenditures and monthly financial reports ensuring that local bank accounts are reconciled and balanced regularly.
∎ Reviewing and approving monthly accounting reports to the corporate office, responding to questions from Chemonics headquarter accounting unit and project management unit.
∎ Ensuring accuracy and timeliness of local employee time sheets.
∎ Providing oversight to the accountant on petty cash fund, including disbursing of funds, recording expenses and ensuring receipts are received.
∎ Maintaining communication with the corporate office field accountant and project management unit, identifying accounting issues needing action, or of potential concern or interest, and acting on such issues as raised by the corporate office.
∎ Liaising with home office project management unit to coordinate deliverable review process, provide requested financial or planning information, and coordinate international short-term technical assistance.
∎ Undertaking start-up and close-out activities.
∎ Tracking quarterly reports on project financial management indicators.
∎ Developing a structured administrative system to support project operations.
∎ Writing and reviewing contracts and RFP/Qs including development of tracking mechanism of project procurement and logistics system and regular monitoring.
∎ Developing performance evaluation system adhering with Chemonics HR policy manual and revising on an as-needed basis.
∎ Ensuring project compliance with Bangladesh government labor law and Chemonics corporate office human resource practices including recruitment and hiring.
∎ Reviewing employment contracts for field employees and ensuring compliance with field office policy manual and local labor laws.
∎ Ensuring that VAT claims are processed based on USAID regulations and maintain reimbursement files.
∎ Assisting with the recruitment process and on-boarding of project staff, including screening applications, setting interview appointments and being involved in the hiring process.
∎ Overseeing staff travel and hotel arrangements; informing travelers of arrangements; or delegating these responsibilities as needed.
∎ Coordinating logistics for Activity trainings and major events, including transportation, accommodation, and venue needs.
∎ Overseeing management of the physical office and procurement of all office equipment, supplies and services.
∎ Overseeing field office project files and the project filing system.
∎ Bangladesh Higher Secondary Education Activity (HSEA)
∎ Job Summary: The finance/operations director reports to the Deputy Chief of Party and provides overall financial, operational, and procurement management in support of Activity implementation, while ensuring compliance with USAID regulations, Chemonics’ corporate policies, and the laws of the Government of Bangladesh.
∎ Principal Duties and Responsibilities (Essential Functions)
