Job Context:
∎ The Finance Unit Manager supports the Administrative Coordinator with all the accountancy, supports with the finance follow up and he/she is responsible for the cash control in the mission (payments in the field and transfers to the base).
∎ S/he is responsible for the overall efficient, effective implementation of finance Policies and procedures of the TDH and GAAP/IAS/BAS, VAT & Tax, NGOAB (FD`s Forms) rules and regulations in compliance with donor, internal rules and national laws.
∎ S/he manages the cash processes at mission level under the supervision of the Administrative Coordinator.
∎ S/he participates to the budget monitoring and follow-up with the program manager.
∎ S/he validates the logistics documents upon certain level.
∎ S/he manages the finance team with the support of the Admin Coordinator. S/he ensures that the his/her are properly trained and the charge of work is well distributed in the department

Job Responsibilities:
∎ Financial and budgetary management
∎ Send each month the FMT to each budget holders in order to participate in the monthly meetings.
∎ Leads the monthly FMT meetings with the budget holders
∎ Control and update of the CCP (vehicles, staff and running costs) with the support of the Admin Coordinator, regarding the donor rules.
∎ Participates in the construction of finance reports under the supervision of Admin Coordinator.
∎ Accounting management
∎ Verify that accounting process is respected on time by the Finance Team (description, accounting codes, and analytical codes) regarding Tdh procedures.
∎ Ensure funds availability from donor and verifies cash flow statement, bank reconciliation statement, in monthly basis
∎ Verification of the complete integration of all the books in SAGA by the Senior Finance Officer
∎ Ensure that the monthly accounting documents are compiled and sent to Headquarters on due time and after validation by Admin Coordinator
∎ Answer to accountancy feedbacks sent by Headquarters once accountancy pack is sent
∎ Supervises that the vouchers and other accounting documents are check on a monthly basis by the Finance Team.
∎ Integration of new contracts in SAGA.
∎ Follow up with other departments the payments in the mission (logistics, HR and program team).
∎ Gives a monthly feedback to Teknaf base
∎ Cash management
∎ Monitor the security of funds and participate the improvement of the internal cash management policy in collaboration with the Admin Coordinator.
∎ VAT & TAX Payment
∎ Ensure compliance with VAT and Tax regulations
∎ Ensure that VAT and Taxes through Treasury Chalan are cleared in timely manner
∎ Control the effectiveness of VAT and Tax payments deposit into bank.
∎ Audit and internal control
∎ Ensure Finance physical and IT archiving, as well as securing accounting and administrative documents.
∎ Supervise internal/external audits preparation and he/she is in contact with the auditors in case of questions regarding the national law or hard copies organization.
∎ Ensure the follow up on national laws and regulations.
∎ Ensure the value for money in the organization and cross check (when necessary) the reality of the market prices.
∎ Team management
∎ Participate in the recruitment of her/his team
∎ Support and train the Finance Assistant and Finance Officer to ensure proper recording of financial transactions in the cash and bank books
∎ Ensure her/his team is aware of the financial policies and procedures of the organization
∎ Coordinate, plan and supervise the work of her/his team
∎ Appraise the team under her/his direct supervision.
∎ Networking/external representation
∎ Ensure professional networking with external partners (banks, auditors, other INGOs/NGOs...)

Additional Requirements:
∎ Both males and females are allowed to apply
∎ Excellent computer skills with SAGA, MS Office (Excel in particular) and Outlook
∎ Minimum 3-year experience as a Finance Officer or similar position
∎ Master or bachelor in Finance and/or Accounting
∎ Excellent knowledge of the VAT & TAX policies in the country
∎ Knowledge of the donor rules.
∎ Agree to comply with Tdh Code of Conduct and promote Child Safeguarding policy, Policy on the Protection Against Sexual Exploitation and Abuse (PSEA) and the Policy on (Sexual) Harassment and Abuse of Authority.
∎ Report serious cases of abuse on children that she/he would be aware of in Tdh's intervention locations. Strict confidentiality must be respected.
∎ Adhere to and enforce current administrative and logistical regulations and procedures.
∎ Tdh intervenes without any affiliation for politics, religion or financial profit. He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

Salary: Tk. 54177 - 82609 (Monthly)
