Job Context:
∎ HI has been operating in Bangladesh since 1997, implementing emergency and development actions aimed at improving the protection, quality of life, and the promotion of rights of vulnerable individuals, including people with disabilities. HI`s current operations are centered Northern (Kurigram) and Southern parts (Cox Bazar). Currently, HI`s major operation is located in FDMN ( Forcibly Displaced Myanmar National/Rohingya refugee in a) camp in Cox Bazar with 3 field offices; Cox, Ukhiya, and Teknaf. HI- Bangladesh country strategy/startup ( 2021-2023) with one of the great focuses to create an operational balance between developmental and emergency operation; hence while maintaining the current emergency operation in Cox Bazar; HI is also extensively working to further expand the program to others part of the country including host community of Cox`s Bazar. HI, current operation in Bangladesh mainly includes disability-inclusive extreme poverty graduation project, Inclusive Sports and Education, Health and Rehabilitation, Protection and MHPSS, Inclusive Humanitarian Responses, Inclusive Education, and Atlas Logistic (H2H logistic support), etc. and operation is currently funded by BPRM, UNHCR, WFP, UNICEF, ECHO, HI Federation.
∎ Number of staff: Around 274 National staff and 06 international staff
∎ HI is currently looking for a Finance Supervisor for its "Finance Department". The Finance Supervisor produces quality financial information and contributes to the application and dissemination of the budget framework, local and donor rules, and HI’s tools, procedures, and standards in the financial field.
∎ Job Location: Dhaka
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: As early as possible to 30 June 2023 with the possibility of extension.

Job Responsibilities:
∎ Mission 1: Management
∎ Embodies HI's values on a daily basis (Manager as a role model).
∎ Understands the strategy, makes it explicit, translates it into operational objectives for his or her team, and leads the necessary changes. Gives meaning to each management action. Encourages inter and intra-departmental exchanges of practice. Encourages innovation and risk-taking (Manager as a coach for meaning).
∎ Organizes the operational management of his or her team, structures the workaround identified processes steering performance and facilitates the resolution of problems (Operational manager).
∎ Contributes to the development of his or her staff, creating the conditions for their commitment, professionalism, and attachment to HI. Ensures compliance with the code of conduct of institutional policies, the state of mind, and the expected individual and collective behavior (Manager 1st HR&Coach).
∎ Mission 2: Strategy and steering
∎ Implements and monitors the action plans for HI’s financial strategy within his or her area of responsibility.
∎ Updates financial information and monitors financial indicators within his or her area of responsibility.
∎ Monitors and reports to his or her line manager and functional manager on the financial risks of which he or she is aware and contributes towards their mitigation.
∎ Helps to identify financial and legal risks for HI within his or her area of responsibility.
∎ Mission 3: Standards and expertise
∎ Deploys all of HI’s financial policies, processes, and tools within his or her area of responsibility.
∎ Ensures that HI’s legal obligations are met and produces the required financial documents.
∎ Reports any changes in standards, case law, or the practices of other stakeholders in the financial field of which he/she is aware.
∎ Complies with the General Data Protection Regulation (GDPR).
∎ Implements and complies with procedure for archiving financial documents and publishes and updates financial documents in the dedicated workspaces.
∎ Contributes to internal control within his or her area of responsibility and applies identified corrective actions.
∎ Mission 4: Operational implementation
∎ Responsibility 1: Ensures accounts management
∎ Ensure the accuracy and updating of account information and coordinates the process of reporting and compiling account information in accordance with the financial calendar.
∎ Directs the development of all accounting processes under his or her responsibility, ensuring their compliance with the accounting reference framework (procedure, tools) and their incorporation into the accounting information system
∎ Consolidates, checks, and validates all entries and documents for the closing of accounts (monthly and annual), in particular bank reconciliation, justification of payable and receivable accounts, and the monitoring of fixed assets.
∎ Ensure implementation of compliance with the procedure of archiving supporting documents, in particular by ensuring the quality of paper and digital supporting documents, and sending supporting documents (paper and digital format) to their final storage locations.
∎ Provided the supporting documents asked by the internal or external auditors.
∎ Codify and save the accounting documents in the accounting software
∎ Monitor the accounting side of the cash flow movements (cash book inventories, Bank reconciliation)
∎ Act as the contact person for the accountants at the site offices regarding the management of site accounts.
∎ Correct and integrate site accounts in capital accounting software, and inform the sites of accounting corrections and updates.
∎ Check off, match/clear, and justify third party accounts (partners, service, and individual advances loans)
∎ Reconcile VAT & TAX account on monthly basis and justify open entries accordingly.
∎ Be the focal point of program accountancy with the HQ accountant.
∎ Responsibility 2: Preparing the work entailed in closing the accounts within timeframes fixed and in compliance with HI’s procedures
∎ Draw up tax declarations and build in the accounting aspects.
∎ Consolidates the program's monthly accounts and prepares the documents for closure.
∎ Organize the dispatch of the monthly accounts to HQ in compliance with the procedure set up
∎ Update the accounting databases on a regular basis
∎ Submit the notes explaining any issues and correct the errors identified by HQ accountants
∎ Prepare annual cut of entries, in accordance with HI procedure
∎ Follow the accounting closure process for the program accounting
∎ Responsibility 3: Ensuring scanning and archiving of monthly accountancy documents at the program level
∎ Organize monthly scanning of program accounting documents as per HI procedure
∎ Support site accountants in the scanning process and solve issues incurred
∎ Compile monthly scanning of program accountancy and send to HQ accountants
∎ Ensure program accounting documents are filed properly and archived as per archiving procedure
∎ Responsibility 4: Management of the Accounts staff
∎ Supervise and lead the accounting teams (fix objectives and carry out assessments of direct reports, provide professional coaching if necessary)
∎ Manage direct reports, contracts (leave, end of the trial period, etc), if the need arises, co validate disciplinary procedures in line with applicable HR procedures
∎ Oversee the team's career development, define training needs and provide guidance on professional development.
∎ Mission 5: Profession facilitation
∎ Puts in place and monitors the elements of his or her profession that fall within his or her area of responsibility: dissemination, use, and contribution to revisions of standards, monitoring of recommendations for the skills development of the teams, etc.
∎ Coordinates profession facilitation in his or her area of responsibility fosters a team spirit and ensures the inclusion of all team members by encouraging regular contributions, especially through practice-sharing.
∎ Develops a pool of local talent.
∎ Mission 6: Emergency preparedness and response
∎ Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganizes the priorities of his/her team according to the humanitarian imperative, in order to ensure HI’s quick and efficient response.
