  • High level IT skill specially MS Excel, MS Word, PowerPoint Presentation, Accounting (Tally ERP), HR, MIS Software and Microsoft-365.



Responsibilities & Context:

Job Context

Nazrul Smriti Sangsad (NSS) is a non-governmental humanitarian organization that has been working since 2000 for the advancement of poor men, women, children, youth, excluded communities, and persons with disabilities. NSS is a non-profit, non-political, child- and gender-sensitive organization. NSS is going to implement a project titled “Protocols and Trigger-based Institutional Systems for Timely Humanitarian Anticipatory Actions PROTISTHAA funded by ECHO and implemented in partnership with Action Against Hunger ACF.The position is responsible for ensuring timely, quality, and effective delivery of project interventions focused on anticipatory humanitarian actions in climate-vulnerable coastal Barguna, Patuakhali and Bhola districts with a duration from May 2026 to March 2028.

NSS is seeking a competent Finance Officer to ensure financial and administrative functions to accomplish the project results.

Job Location: Barguna, Patuakhali and Bhola District.

Major Job Responsibilities

  • Maintain and keep updated all books of accounts: petty cash book, cheque issue register (regularly updated and get signed), movement register, staff attendance, office stock register, purchase requisition register (which are relevant with payments) on a regularly basis.

  • Record day to day transactions of the financial activities in books of accounts according to the International Accounting Standard (IAS) or Bangladesh Standard of Accounting (BSA).

  • Assist PC to revise financial budgets as per need of the project.

  • Always get ready to make fund available for program team to implement program activities according to project implementation guideline and timeline of the work plan.

  • Ensure compliance with NSS’s financial policies, standards, procedures and government VAT & Tax requirements.

  • Ensure VAT & Tax deduct accurately at the time of payment and deposit to Govt treasury in weekly basis.

  • Assist to minimize financial risk exposure by ensuring that appropriate financial systems and internal controls are in place to avoid significant audit risk rating.

  • Orient the program team for appropriate financial dealing and documentation as desired by the project.

  • Ensure food, material and other logistics are timely available for meeting, training, workshop, seminar, campaign etc.

  • Prepare ToR/Agreement with house owner, vendors, suppliers, journalists, consultant etc. (if needed)

  • Ensure 100% of purchases are done in accordance with the Procurement Policy as well as donor’s guidelines.

  • Provide support to procurement committee to complete the procurement timely, transparently and efficiently with NSS Procurement Policy.

  • Ensure 100% supporting documentations with the payment requests for payment process, which is carefully reviewed.

  • Ensure effective internal control in the financial management of the project.

  • Prepare pay rolls and ensure all salary payment through bank transfer.

  • Maintain staffs personnel file with proper updated documents.

  • Work as a custodian of documents, information and resources of the project.

  • Prepare budget variance report, bank reconciliation report, inventory report etc.

  • Prepare financial report according to the project requirement and donor guideline ensure to send it within the timeline.

  • Prepare fund request and submit it to the donor following the guideline stated in ToR/MoU.

  • At least 20-25% time will be spent for program and field visit.

  • Practice, promote and endorse Child Protection and PSEAH policies among team members and ensure the implementation of safeguarding standards in every course of action.

  • Always get ready to represent documents to internal and external visitors.

  • Ready to carry out any assignments given by the management.

Job Other Benifits:
    • Salary and benefits: 41,043 BDT with other benefits according to the project budget.
