∎ About Tdh Foundation:
∎ Terre des hommes Foundation (Tdh) is the leading Swiss NGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh focuses its action on the two following areas of intervention: health and protection of particularly vulnerable children. Modern management and communication tools ensure the quality of Tdh`s projects. The Foundation constantly aims to improve its services. Following the massive displacement of more than 600 000 people into Bangladesh since end of August 2017, Tdh has put in place an important response plan to provide relief to the Rohingya refugees, notably on health and nutrition, WASH and protection. This project focuses on the improving the situation in the host communities in Ukhiya.
∎ Tdh seeks qualified candidates for an anticipated three-year Donor-funded program in Bangladesh which will address conflict prevention through work with youth, early married girls and the agricultural value chain. The Program Director will be based in Cox`s with frequent field visits to Ukhiya. S/he will oversee all programmatic aspects, ensuring that objectives are met on time and within budget.

Job Responsibilities:
∎ Position Summary:
∎ Finance and Admin Officer will have overall responsibility on Tdh's programme operating in Uhkia Cox's Bazar in Bangladesh. The program's objective is to reduce the risk of conflict and increase social cohesion by increasing women and youth participation in leadership in their community, enhancing self-care and family stability by working with early married girls and their families and by enable vulnerable and marginalized community members to access agricultural value chains through engagement with the private sector and government authorities.
∎ This position will oversee the financial and administrative functions with a consortium of partners, one is tasked with the direct implementation of activities while the other is tasked with technical support in the field of agricultural and private sector engagement as well as having a group of national volunteers to support the project interventions.
∎ Specific responsibilities will include but are not limited to:
∎ Finance-
∎ Bill voucher checking and processing for payment
∎ Maintain books of accounts
∎ Support banking arrangement where applicable
∎ Support to other departmental financial matters; e.g. procurement, general store etc.
∎ Support to external auditor field visit and document verification in Ukhiya
∎ Compliance with Govt. rules and regulation particularly TDS and VAT coupon
∎ Petty cash management for Ukhiya office
∎ Partner financial review and follow up, when necessary
∎ Support on Financial budget revision for TDH and partners
∎ Organize, compile necessary information and documentation as per donor's financial requirements in an accurate and timely manner and respond to queries from the donor, where applicable
∎ Responsible for finance report to Tdh finance department of Delegation office.
∎ Overview that accurate filing systems are maintained with records of financial and procurement transactions for audit purposes and future reference;
∎ Elaborates procedures for internal financial control and verifies their enactment.
∎ Administrative and Procurement-
∎ Responsible for all procurement process are in place
∎ Responsible for ensuring the inventory management
∎ Responsible for ensuring the office management e.g. support staff management, safeguard of office property.
∎ Responsible for vehicle management, travel management
∎ Responsible for arranging event/ programme, meetings, conferences
∎ Responsible to ensure visitor management including accommodation
∎ Assist line manager on to monthly programme activity report
∎ Contract management with vendor like suppliers, Rental service etc.
∎ Media dealing, printing materials.
∎ Organization Culture and development-
∎ Responsible for ensuring an organizational culture where Tdh's mission and values are reflected
∎ Responsible for ensuring safeguarding and safety matters are in place for staff, office, clients
∎ Build capacity of staff and partners in relevant donor compliance, rules and regulations and anti-fraud policies.
∎ Others-
∎ Accept new responsibilities as and when those are assigned by the line supervisor.
∎ The post holder is polite, respectful, honest, punctual (and respects deadlines), creative, pacifist, proactive, committed and - during office hours - non-political.
∎ S/he is in constant exchange with colleagues and supervisors, communicates problems and enriches discussions.

∎ S/he uses Tdh equipment, vehicles and premises, internet and electricity economically and responsibly. S/he positively represents Tdh to beneficiaries, stake holders and the general public.

Additional Requirements:
∎ At least 7 years of professional experience with 3 years in similar level of position in USAID funded project operations
∎ Demonstrated experience or proved skills to manage and deal with various stakeholders including government.
∎ Demonstrated capability to lead/supervise a diverse team on projects of similar scale (financially, culturally, staff size and activities).
∎ Strong technical expertise in financial and administrative database, software and in Excel for planning/review/analysis purposes
∎ Experience collaboration and delegation of work with partners staff and Tdh Delegation office team members.
∎ Strong coordination and communication skills.
∎ Demonstrated excellent English language writing and oral presentation skills
∎ Demonstrated problem-solving, effective interpersonal and ethical management skills
∎ Good understanding of procurement processes, procedures and grants management of USAID funded project.
∎ Qualifications:
∎ Successful candidates will have strong financial and administrative knowledge and management skills, specially USAID funded finance and administrative project management experience and leadership experience is mandatory.
