Experience:
Master's Degree Business Administration, Finance, Accounting, Commerce or a related discipline from any reputed university.
Professional certification such as CA (CC), ACCA, CMA, CPA, or equivalent will be considered an added advantage.
Strong knowledge of financial management, budgeting, forecasting, internal controls, and financial reporting.
Sound understanding of procurement, logistics, asset management, and administrative systems.
Excellent understanding of donor compliance requirements and NGO operational standards.
Familiarity with VAT, Tax, labor laws, and relevant government regulations applicable to NGOs in Bangladesh.
Proficiency in Microsoft Office applications, particularly Excel, Word, PowerPoint, and financial management systems, TALLY software.
Strong analytical, problem-solving, and decision-making skills.
Ability to manage multiple priorities under tight deadlines.
Excellent communication and report-writing skills.
Demonstrated sensitivity and respect for diversity, gender equality, disability inclusion and safeguarding principles.
Minimum 10 years of progressive professional experience in Finance/ Administration/ Operations, or Grants Management within the NGO/ INGO sector.
At least 5 years of experience in a managerial or supervisory role.
Proven experience in managing multi-donor funded projects and donor compliance requirements.
Prior experience working in humanitarian response, emergency operations, refugee programs or the Rohingya Response is highly desirable.
Experience in overseeing finance, procurement, logistics, administration, and compliance functions simultaneously.
*** Job Responsibilities:
A) Account Management:
Responsible for quality finance & accounts management of the projects supported by HI.
Guide the Sr. Accountant to manage the respective projects effectively.
Monitor/ review the quality of the accountancy (proper supporting documents, voucher description, etc.) across the project to improve accuracy and avoid ineligibility of the cost.
Verify the monthly accounting report
Review and suggest corrective measures on daily receipts and payment vouchers, journal vouchers of project-related expenses prepared by the Sr. Accountant/Project Accountants.
Follow up to ensure VAT and tax are paid and documented as per the government rules.
Supervise and maintain FIS for the project, operate TALLY-ERP 9 Software.
Review the monthly bank reconciliation statement.
B) Budget Management:
Prepare/review budget forecast across the projects and reflect that into the procurement and supply chain plan.
Based on the variance report of the budgeted and actual expenses, adjust the procurement and supply chain plan across the project.
Monitor budgetary control activities.
Provide financial analysis to management for early decision-making to avoid low burn-rate or anticipated over expenditure.
Flag low burn-rate against a line item or anticipated over expenditure.
Work closely with the Program Team during project budget development and ensure the appropriateness of budget figures, advice on implementation complications, and reduce potential compliance issues.
C) Compliance, Internal Control and Reporting:
Act as the focal of the internal and external audits/ control- support/ guide relevant team in preparing adequately before the audit.
Responsible for preparing audit response and developing action plan and implementation as per recommendations in agreed points.
Perform periodic checks/ verify different finance and accounts-related reports, documents, and compliance requirements to suggest corrective measures.
Periodic market check/ analysis to ensure compliance is met as required and best value for money is ensured.
Works in direct liaison with head of Finance & Accounts– Inclusive Humanitarian Actions Program, regarding the any management issue in Finance & Accounts based in CDD HQ
Supports HI and other donors with information and documents as requested.
Supports with compliance checks conducted by HI or other donors.
Support to admin staff to finalize the different contracts (e.g., House Rent deed, Bus Rent contract, and Consultancy Contracts) align with the CDD's Finance Policy, as stated in the Finance Manual and Bangladesh Gov. policy.
Support field staff on induction and compliance in financial practices.
D) Office Administration:
Oversee overall administrative functions of the country/field office(s).
Ensure smooth day-to-day office operations and support services.
Supervise administrative support staff including office assistants, cleaners, and drivers.
Maintain office discipline, attendance, and work environment standards.
E) Procurement & Supply Chain Management:
Lead the operational planning of procurement and supply chain management ahead of time for timely delivery of services/ commodities across the project.
Streamline procurement processes across all projects in compliance with organizational and donor procurement policies.
Streamline procurement mechanism to reduce lead time for the complete process while ensuring accuracy of the documents produced/ prepared for submission.
Follow vendor database, contracts, and performance records.
Ensure transparency, value for money, and proper documentation in procurement.
F) Assets and Inventory Management:
Ensure asset register and inventory records are maintained, updated and ready to submission format periodically/ as per donor requirement.
Ensure proper tagging, tracking, and safeguarding of organizational assets.
Conduct periodic physical verification of assets and stock.
G) Logistics & Facilities Management:
Manage office premises, utilities, maintenance, and repairs.
Coordinate transportation and logistics support for field and program activities.
Ensure office security, safety, and compliance with fire/safety regulations.
H) Reporting and Documentation:
Prepare periodic administrative and logistics reports.
Ensure proper filing, archiving, and documentation systems.
Sort to maintain records for internal and external audits.
I) Coordination & Liaison:
Liaise with, government offices, and local authorities.
Coordinate with internal departments for operational support.
Represent the organization in administrative matters when required.
J) Any other:
Ensure an efficient and reliable procurement of goods and services in a transparent and accountable manner, following the policy of CDD and meeting the donor's requirements.
Review staff salary sheets of assigned projects and respective pay slips.
Periodically check the fixed assets register both for assets & stores of the project.
Attend, represent, and present the financial status of the project/program in different meetings.
K) Safeguarding Responsibilities:
Adhere to CDD's Children and Adults at Risk Safeguarding policy, ensuring the safety and well-being of all project participants.
Promote a safe and secure environment for all participants and stakeholders of the project.
Report any safeguarding concerns promptly and follow the designated reporting procedures.
L) Additional Responsibilities:
Perform any other responsibility/ special duty delegated by Head of F&A and/or CDD management.

CDD is implementing multiple humanitarian and development projects at Ukhiya and Teknaf in Cox's Bazar and BhasanChar with the support of Handicap International (HI), Humanity & Inclusion. These projects serve both Rohingya refugee and host communities and focus on disability inclusion, rehabilitation, protection, social inclusion and humanitarian assistance.
The selected candidate will initially be hired for a three-month probationary period. Upon successful completion of this period, his/her employment contract will be renewed on an annual basis.
