Job Context:
∎ The Finance and Administrative Officer will be the key responsible for financial management including developing quality financial activities and reports and provide administrative support to the project staffs to ensure smooth running of project operations. S/he will take the lead responsibility to coordinate and implement financial management and general administrative activities across the project areas. The F&AO will be responsible for all administrative support and financial/portfolio management and information systems and help standardize systems across various programs.
∎ Reporting: S/he will directly report to the Project Manager.
∎ Working Condition: This is a head Office-based position with Extensive visits to other locations as and when required

Job Responsibilities:
∎ Responsibility # 1: Provide Budgetary support and ensure Financial Management:
∎ Responsible for budget preparation and budget revision align with organizational need, NGOAB compliances and donor requirement.
∎ Ensure that all regulatory financial regulation are meet and standard compliances are followed
∎ Prepare monthly budget Vs. Actual expense & Forecast analysis and advice to management accordingly.
∎ Review & checked all kind of project bill voucher, project advance & travel expense as per relevant policies and guidelines.
∎ Set up priority of financial activities and ensure the financial support to the programs in an effective manner
∎ Keep all the record updated including fund status, financial data & calculation. Prepared analytical report and ensure fund utilization in time
∎ Responsibility # 2: Financial report preparation:
∎ Preparation of quarterly, half-yearly and yearly financial report as per organizational, donor and local regulation.
∎ Prepare financial report as per donor requirement and share with them in time.
∎ Prepare and submit financial report as per regulatory requirement specially NGOAB.
∎ All accounting books need to maintained with Tally-ERP software.
∎ Responsibility # 3: Budget & budgetary control:
∎ Prepare proposed and revised annual budget of Project in consultation with Project Manager and others.
∎ Assist PM to prepare project's annual budget and revised budget and to operate budget software
∎ Develop a mechanism to monitor expenditure and procurement in line with policies and procedures
∎ Comply with the local law of the country related to NBR specially tax & VAT, especially deduction, deposit and reporting.
∎ Ensure that all expenditure including salary and procurement are made in compliance with policies and procedures
∎ Review monthly Budget Expenditure Summary (BES) and keep the trend of the expenditure according to the approved budget in internal systems management
∎ Prepare budget variances report and share with relevant colleague and provide necessary advice on it.
∎ Responsibility # 4: Procurement, HR and Inventory Resource management:
∎ Oversee the overall project procurement and ensure timely receiving of goods.
∎ Ensure timely recruitments, staff training & on others staff related issue
∎ Ensure that all the inventories are recorded and filing systems are well organized
∎ Prepare monthly relevant report related to HR, procurement and inventory and ensure sending the report to the respective section
∎ Initiate and process the disposal of assets, if required by following relevant policies and procedure.
∎ Ensure attendance and staff personal file
∎ Any other task assign by management:
∎ Responsibility # 5: Liaison and Coordination:
∎ Maintain effective communication and make liaison with NGOAB
∎ Provide necessary support to ensure timely completion of project activities.
∎ Maintain effective working relationship with key stakeholder & consultants who work is relevant to the project
∎ Ensure transparent and efficient communication with donor.

Additional Requirements:
∎ 3 years working experience in relevant field
∎ Computer skills (MS office-MS word, Power Point and excel, Tally-ERP).
∎ Skilled in budget preparation, budget monitoring and Preparation of Financial report and support to Audit
∎ Sufficient knowledge about accounting and NBR regulation.
∎ Experience about working with NGOAB
∎ Good communication skill in English and Bangla

Salary: Tk. 45000 (Monthly)
