Job Context:
∎ The Project Manager (PM) is responsible for the overall management of the project. S/he will provide direction for project planning, implementation, management, administration and finances, including in the monitoring, reporting and evaluation of the project. S/he will provide strategic guidance and support to NCDW in the areas of resource mobilization and advocacy at local and national level. S/he will ensure that the project implementation plans are developed and executed effectively and on time. S/he will ensure necessary support for all team members so that project outputs/deliverables can be achieved on time. The incumbent will also be responsible for ensure progress and quality monitoring systems for the project.
∎ S/he will uphold organizational approach to gender and diversity and the core values and the basic principles of the organization.
Job Responsibilities:
∎ Responsibility # 1: Project planning, Implementation and Monitoring
∎ Prepare implementation plan and annual budget of the project in consultation with the concerned team member of the organization.
∎ Facilitate preparation of effective annual implementation plan by involving staff members of the organization.
∎ Supervise and support the project team to ensure timely implementation of plan with timely allocation of resources (budget, training materials, equipment, etc.) for effective implementation of the project.
∎ Critically analyze project progress/challenges/gaps and support to improve project implementation.
∎ Ensure a team spirit amongst the project staff for effective implementation of the project.
∎ Mobilize local support of civil society, community leaders, and other elite for quality project implementation as per procedures of the donor and the respective organization.
∎ Assist in preparing annual budget and annual purchase plan and contribute to financial report as per scheduled plan.
∎ Monitor actual expenses against budget, control costs and revise budget.
∎ S/he will document lessons learned, learning for advocacy, prepare quarterly project implementation report, half yearly and annual report and other reports as per project needs.
∎ Responsibility # 2: staff management
∎ Ensure that positions in the project are filled with skilled staff in a timely manner, and are being served with adequate guidance so that they can perform their jobs properly.
∎ Ensure timely performance planning and review and annual appraisal as well.
∎ Follow up staff performance and provide support for quality performance and staff development.
∎ Provide continuous support and develop supporting working environment in the team where all the team members can contribute their best.
∎ Check all related travel expenses report, bill, vouchers, staff leave, and purchases with the help of Finance and Administrative Officer (FAO).
∎ Responsibility # 3: Ensure sound monitoring system in order to track progress and identify areas for further improvement
∎ Determine appropriate monitoring/evaluation methods for individual approaches.
∎ Identify indicators related to each selected approach.
∎ Develop data collection/evaluation methods and appropriate tools/techniques.
∎ Ensure data collection, compilation, analysis and documentation.
∎ Facilitate the use of participatory monitoring techniques.
∎ Become fully acquainted with the M&E plans of the program and ensure proper implementation of the plan.
∎ Prepare program progress reports as per the program and donor needs.
∎ Document the innovation, case studies and other pilot initiatives for the project.
∎ Support and facilitate the application of monitoring data to revise project strategies and plans.
Additional Requirements:
∎ At least 5-6 years experience in the relevant field in NGO/INGO. As least two years experience in managing gender based project. About 3 years management experience, including minimum of 2 years experience in project planning/ implementation and fund management.
∎ Good skill in communication, networking and liaison with local counterparts.
∎ Strong team management and people management skill.
∎ Knowledge on budgeting and expenditure monitoring.
∎ Good Report writing skills.
∎ Good communication skills in both English and Bangla.
∎ Good computer skills in MS Office.
