SAINT-Bangladesh, established in 2001, is a national rights-based, non-profit humanitarian and development organization registered with NGO Affairs Bureau. The organization works with coastal and vulnerable communities on WASH, health, education, DRR, women empowerment, advocacy, and livelihood.
Water Aid Bangladesh Supported the Civil Society Leadership in Mobilizing for Better WASH (CLIMB) Partnership Programme aims to strengthen climate-resilient, inclusive, and gender-responsive WASH governance in the climate-vulnerable coastal areas of Dashmina Upazila, Patuakhali. SAINT-Bangladesh is implementing the CLIMB Project to strengthen climate-resilient, inclusive, and gender-responsive WASH governance in coastal areas. The project emphasizes advocacy, social accountability, civil society engagement, and improved service delivery for vulnerable populations.
The project focuses on:
• Strengthening civil society capacity
• Promoting participatory governance and social accountability
• Evidence-based advocacy and policy influence
• Improving WASH and health outcomes, especially for women
The Finance and Admin Officer will be responsible for ensuring sound financial management, administrative support, compliance, and operational efficiency of the project. S/he will maintain financial integrity, ensure adherence to donor and organizational policies, and support smooth project implementation through effective administrative systems.
II. Key Roles and Responsibilities:
• Responsibility # 01: 3.1 Financial Management (40%)
• Maintain accurate financial records, books of accounts, and supporting documentation.
• Process all financial transactions (payments, vouchers, advances, reimbursements) in compliance with organizational and donor guidelines.
• Prepare monthly, quarterly, and annual financial reports.
• Monitor budget utilization, analyze variances, and report to the Project Manager.
• Ensure proper cash management, bank reconciliation, and fund disbursement.
• Support budget preparation, forecasting, and revision processes.
• Ensure compliance with audit requirements and facilitate internal/external audits.
• Maintain accurate financial records, books of accounts, and supporting documentation.

Responsibility # 02: Budgeting & Financial Control (15%)
• Track expenditures against approved budgets and ensure cost-effective use of resources.
• Support the Project Manager in budget planning and financial decision-making.
• Maintain financial control systems to prevent misuse of funds.
• Ensure proper approval and authorization procedures are followed.
Responsibility # 03: Administrative Management (20%)
• Manage office administration, logistics, and procurement processes.
• Ensure procurement complies with organizational and donor policies.
• Maintain inventory, asset registers, and office supplies.
• Coordinate travel arrangements, meetings, workshops, and events.
• Ensure proper documentation and filing systems (both physical and digital).
Responsibility # 04: HR & Staff Support (10%)
• Assist in recruitment, onboarding, and contract management of staff and volunteers.
• Maintain personnel files and HR records.
• Support payroll processing, attendance tracking, and leave management.
• Ensure compliance with HR policies and promote a gender-sensitive workplace.
Responsibility # 05: Compliance & Reporting (10%)
• Ensure compliance with donor regulations, financial policies, and statutory requirements.
• Prepare financial documentation for donor reporting.
• Maintain proper documentation for MEL, DQA, and audit purposes.
• Support project reporting with financial inputs.
Responsibility # 06: Communication & Coordination (5%)
• Coordinate with project team members to ensure smooth financial and administrative operations.
• Liaise with banks, vendors, and service providers.
• Support communication between field teams and management on administrative matters.
