∎ Minimum Master's Degree in any discipline.
∎ Specialization in Development Studies / Social Work / Agriculture/ Business Administration / Commerce / International Relations. Preferred.

Job Context:
∎ To ensure oversight of WV`s project implementation focused on Food Assistance Program at field level in respective location, supervision of Team Leader and other Field Teams. Ensuring compliance to Donor and World Vision requirements /guidelines with overall responsible for the day to day management of field activities.
∎ The Field Operations Coordinator, with support from the Food Assistance Manager, is responsible for planning, coordinating and implementing the field activities under Food Assistance Program project in the designated location (Refugee Camps).
∎ Oversee and Co-ordinate Project interventions in the Camp and ensure compliance to Donor and World Vision requirements / guidelines with overall responsible for the day to day management of field activities.
∎ Compiling all required field level reports and feedback from the Field Teams. Maintain coordination with Technical Leads. Liaison with CiCs, Site Management, UN Agencies, Development Partners Refugees representatives, and relevant Govt. Depts. /Units. Ensure well-coordinated implementation of the Food Assistance in Camps.

Job Responsibilities:
∎ Manage and Coordinate all the Food Assistance interventions that are implemented in the Camps /similar administrative areas.
∎ Ensure mobilization of beneficiaries is conducted in conjunction with relevant stakeholders (GoB, UNHCR, WFP, local leaders).
∎ Ensure there is adequate information to all stakeholders when a decision to demobilization a distribution is taken.
∎ With support from Food Assistance Manager (FAM) Coordinate with stakeholders on key sensitization messages during mobilization.
∎ Ensure mobilization of beneficiaries is conducted in conjunction with relevant stakeholders (GoB, UNHCR, WFP, local leaders).
∎ Ensure there is adequate information to all stakeholders when a decision to demobilization a distribution is taken.
∎ With support from Food Assistance Manager (FAM) Coordinate with stakeholders on key sensitization messages during mobilization.
∎ Conduct distribution in compliance with WV and Donor (WFP) guidelines and standards
∎ Develop distribution plan/mobilisation plans ( for E Voucher project) and distribution schedule in consultation with WFP.
∎ In coordination with Food Assistance Manager and Logistic Coordinator, initiate commodity requests (quantities and types) on need basis.
∎ Ensure all relevant documentation at Final Distribution Points is completed accurately on a daily basis.
∎ Ensure all commodities received at FDP are in good condition, right quantity and stacked properly.
∎ Ensure random weighing is conducted as per standard.
∎ Develop annual project activity plans, updated quarterly in collaboration with key departments and external stakeholders, and oversee implementation to high standards by scope and timelines.
∎ Mobilizes field Project officers to carry out the General Food Assistance (in-kind food distribution and E Vouchers), for the targeted beneficiaries groups.
∎ Organizing weekly field planning meetings with Project officers to guide routine implementation
∎ Guides together with Team Leaders, Field Officers through long learning programs/activities.
∎ Plans for and implements project activities;
∎ Ensure all Gender and Protection issues that arise during distribution are addressed and escalated as per protection guidelines.
∎ Liaise with other partners (Protection, WASH, Security) to ensure issues pertaining these sectors are adequately addressed in a timely manner.
∎ Ensure all payment requests are prepared on time and submitted for approval in a timely manner.
∎ Coordinate with technical teams (Gender & Protection, A, M & E, Finance) to conduct relevant training for community structures in the respective zones.
∎ Facilitate the identification, designing and implementing of appropriate training needs for Camps staff and refugees communities
∎ Oversee Accountability and Help Desks are functional and CRM is operational.
∎ Assisting the Food Assistance Manager in controlling the project budgets
∎ Assist in Budget Reviewing
∎ Ensuring that funding is availed every month to cater for project needs
∎ Budgeting for and ensuring that Volunteers / Facilitators, Contractors are paid on time

Additional Requirements:
∎ Extensive exposure to Food Assistance Programs / Food Security / Community Development Programs (minimum 3 years) with 3 years' experience in a Managerial role.
∎ Knowledge of operations, preferably within Refugees and Fragile Context.
∎ Experience in Project Management, reporting, resource tracking, monitoring etc.
∎ Proven organizational planning and managerial skills
∎ Demonstrate ability in the design and effective use of training materials
∎ Stays open to internal and external feedback
∎ Finds fulfilment in work through creativity, risk taking, initiative, and innovation, and encourages the same in colleagues.
∎ Ability to supervise and mentor subordinates
∎ Ability to work under minimum supervision
∎ In-depth knowledge of community development
∎ Report writing skills and computer knowledge
∎ Well-developed stakeholder networking skills.
∎ Ability to communicate in local language (dialect) would add value.
∎ This position requires a person who is self-starter, who can accomplish the task with minimal or no supervision. He/she should be able to manage a team of staff as well as cooperate with other units. He/she must be keen on details and well organized individual.
