Job Context:
∎ Duty station (position 1) Jashore with travel to Satkhira and other areas of the Khulna division
∎ Duty station (position 2) Cox`s Bazar with travel to other areas of the Chattogram Division
∎ STATUS: Full time, initially for one year, subject to employee performance and availability of funds
∎ REPORTS TO: Psychosocial and Legal Services Manager
∎ POSITION SUMMARY: The Field Officer will oversee and support the implementation of all project activities in the Ashshash focus areas in Khulna and Chattogram divisions. The position will work closely with local partners to improve the quality of work and collaboration with different service providers, including local administration, government department, NGOs and law enforcement agencies.
Job Responsibilities:
∎ Oversee and coordinate implementation of all project activities in the focus districts.
∎ Closely monitor and coordinate the activities of social protection partners & training service providers;
∎ Assist in the implementation of project activities with the collaboration of local partners and support them to execute TIP victim identification and enrollment in the project;
∎ Maintain close contact with the psychosocial counsellors in the focus districts and supervise them to deliver counselling support to project beneficiaries;
∎ Assist in monitoring survivors' progress through regular field visits;
∎ Maintain close contact and communications with the Ashshash Dhaka Technical Team for project planning, strategy formulation and other issues and with counterparts, service providers, government, the private sector, and project participants;
∎ Assist in monitoring, documenting and reporting project progress as per the Ashshash implementation plan, and the monitoring and evaluation plan;
∎ Build and maintain strategic and cooperative relationships with Local Administration, law enforcement agencies, courts, INGOs, and other stakeholder groups on a regular basis to collect information on their planning, implementation and tracking of results in line with human trafficking issues;
∎ Make referrals and follow up on urgent cases of survivors with specific needs that are referred by staff to partners, local government officials, and other service providers with an aim to find the best possible solutions for the individual cases;
∎ Ensure that field work for baseline, midline and final evaluation carried out in line with Winrock and donor requirements;
∎ Set up files to ensure that all project information is appropriately documented and secured;
∎ Monitor operations of social protection partners and training service providers to ensure the confidentiality of beneficiaries and ensure all project documents and organization information maintained in accordance with policies and practices; and
∎ Attend government and other official Ashshash meetings in focus districts as guided by the Dhaka Technical and needed for monitoring and support of partner activities.
Additional Requirements:
∎ Minimum five years of professional experience in combination of program implementation, project coordination, training facilitation in human trafficking program and victim assistance.
∎ Experience working with local administration, NGOs, service providers and international organizations.
∎ Experience implementing international development projects to the highest ethical standards.
∎ Relevant and significant experience in coordination, managing partner organization, training, designing and implementing capacity building activities
∎ Previous experience working as psychosocial counsellor an advantage
∎ Demonstrated experience using ICT for program monitoring and implementation, including data collection and management
∎ Professional work experience in the focus districts
∎ Self-driven, enthusiastic to work with TIP survivors and ability to work with minimum supervision.
∎ Demonstrated facilitation skills and capacity to organize and conduct workshops/training sessions
∎ Should have valid motorbike driving license and willingness to drive motorbike in remote fields
∎ Quality report writing experience in English and Bengali
∎ Computer proficiency: Microsoft 2007 office package, database, email correspondence and internet
∎ Fluency in English and Bangla required
