Job Context:
∎ The year 1995 was the beginning of a new era of disability movement in Bangladesh striving for equal rights and to ensure social justice. In this year, Action on Disability and Development (ADD), a UK based organization started to work with the objective of forming a national level federation of grassroots level and district level Disabled People`s Organizations (DPOs), where the persons with disabilities come together to raise their voice for their rights and inclusion in the society.
∎ National Grassroots Disability Organization (NGDO) was formed as national apex body of grassroots DPOs in July 2004 as culmination of 10 years of ADD`s effort. ADD started its activities in Bangladesh in 1995 through working in a union (comprising of 14 villages) under Mirpur thana of Kushtia district. At the initial stage, ADD encouraged the grassroots persons with disabilities to form and join groups as a process of inclusion by removing attitudinal, environmental and institutional discrimination from the society. The ADD facilitated the grassroots DPOs to expand gradually its movement from Union to District and finally at national level through formation of the NGDO. From its inception, NGDO has been coordinating and implementing its activities from national level to local level in collaboration with its member organizations.
∎ As mentioned earlier, NGDO is a national level network of 104 grassroots DPOs working to promote rights and inclusion of people with disabilities in Bangladesh. It works in 27 out of 64 districts in Bangladesh which contain over30,000 active members. As a leading network of DPOs, NGDO attributed many successes in having built good linkages with government, civil society organizations, NGOs and the media, which in turn contributed to the acceptance of people with disabilities within wider society.
∎ National Grassroots Disability Organization (NGDO) in Partnership with Action on Disability and Development international (ADD) and National Council of Disabled Women (NCDW) with financial support from European Union will be implementing a three years project (1st January 2018 to 31st December 2020) titled Promoting Representation and Participation of Persons with Disabilities in Local Governance and Development in Bangladesh as a Strategy for their Social, Political and Economic Empowerment (PRPDLG). The project will be implementing in Patuakhali by ADD, Bogra by NGDO and Rangpur by NCDW. The Current project will be recruiting one position to be filled up immediately by NGDO.
∎ The key purpose of this role is to ensure an effective accountable system in place in the project field area. The post holder will be responsible for ensuring efficient and accurate cash and bank books are maintained, monthly advance request and adjustment with Dhaka office in a timely manner, reports are extracted from the financial and administration systems to review the status of the budget. Working with the field staff to assist them in programme financial management. To improve the capacity of NGDO staff to understand both NGDO and institutional donors` financial policies and procedures. Active support for project administrative support.
∎ Job Profile: Field Admin & Accountants (1 post in NGDO field office in Bogra)
Job Responsibilities:
∎ Ensure that all relevant vouchers are correctly entered into the Tally system.
∎ Ensure the timely payment of all bills and invoices including rent, with the proper authorization and coding in the field offices.
∎ Ensure DPOs/ partners, field offices, vendors payments are on time.
∎ Assist project Admin & Finance Officer with both the internal and external audit process as required.
∎ Proper records filing in hard & soft copies.
∎ Petty cash management in the field office.
∎ Month end complete on time as per guidelines.
∎ Check and verify bills and vouchers to ensure expenses are done in a cost effective way and followed NGDO policies.
∎ Ensuring update & proper maintenance of stock and assets register in the field offices.
∎ Ensure the quality and consistency of implementation of administrative and logistical procedures and practices in a cost effective and cost efficient manner.
∎ Support for procurement ensuring value for money.
∎ Prepare Staff Salary sheet and Bank Transfer for Each Staff.
∎ Vat Tax Deducted and Deposit To Bank as per Govt. rules.
∎ Any other duties by the senior management.
∎ Prepare Project Financial Report Monthly, Quarterly and Yearly and Submit to Donner.
∎ Prepare Bank reconciliation and bank and cash management in the Project.
Additional Requirements:
∎ Knowledge of financial standards required by donors, local financial standards and legal framework
∎ Considerable experience in delivering financial training using different methodologies.
∎ Experience in using excels spread sheet and word processing packages and other account reporting tools.
∎ Self-motivated, thorough and accuracy oriented
∎ 5 years working experience in similar post for a local NGO or an INGO Desirable
∎ Knowledge in institutional donor requirements and experience in dealing with institutional donor fund accounting.
∎ Experience in using computerised financial reporting tools.
∎ Knowledge of local partners/NGOs and development.
∎ Advanced use of Laptop , ( Use Computer Ms word Bangla and English Type, Excel and Internet )
∎ Strong background experiences and good understanding on financial and administrative support to disability programmes
∎ Good understanding of budgeting and financial monitoring projects accounting
∎ Good understanding about Disability Rights and related legal instruments, National and International declarations and emerging issues on disability
∎ Good understanding about DPOs and working attitude with PWDs
∎ Ability to identify and articulate/present project work and financial analysis at various forums and offices
∎ Ability to work in team and adopts a team style which adds value to work and reinforces good working practices.
∎ Have proficiency in facilitation skills and conducting financial and operational training, workshops and other local events
∎ Cross-culturally adept and gender/child protection sensitive
