Relevant Experience:

  • Minimum of 5 years’ work experience in a related field.

  • Experience of working for a humanitarian aid organization (Preferred).

  • Red Cross/Red Crescent knowledge and experience (Preferred).

Knowledge and Skills:

  • Knowledge of project management, budgeting, budget oversight, and accounting principles.

  • Practical application of financial systems and experience in administrative and logistics work.

  • Excellent knowledge of Excel and strong writing skills.

  • Strong interpersonal skills and good understanding of a global organization.

  • Ability to work to tight deadlines and handle multiple tasks.

  • Excellent written and verbal communication skills.

  • Ability to understand and work with Government Law/Ministries (Preferred).

Languages:

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world”. The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The German Red Cross (GRC) as a Partner National Society (PNS) in Bangladesh is partnered with the Bangladesh Red Crescent Society (BDRCS) and the Bangladesh Country Office of IFRC to support the efforts of BDRCS which include implementation of humanitarian and development programs that address the needs of vulnerable people. The GRC saves people, helps in emergencies, offers people a community, stands by the poor and needy and oversees international humanitarian law - in Germany and around the world. The GRC is operational worldwide in the field of humanitarian aid - both in acute emergency situations (disaster relief) and in long-term development cooperation projects in cooperation with international sister organizations within the movement

Job Purpose:

  • The Officer is responsible for the implementation of project activities in coordination and consultation with the GRC Dhaka Office and in close coordination with the BDRCS counterpart in Rajshahi and other stakeholders. The Officer will ensure adherence to GRC, IFRC, and BDRCS

  • standards, policies, and regulations. He/she is responsible for day-to-day progress and project implementation, ensuring that the work plan is well understood and implemented with the highest standards of service, quality financial and administrative management, and accountability.

Specific Duties and Responsibilities

  • Guide and support the BDRCS Project Team in implementing school-based Y-Adapt, Anticipatory Action (AA), and other preparedness activities.

  • Ensure implementation is aligned with the approved workplan and budget, maintaining quality standards and full compliance with GRC Finance and Procurement procedures.

  • Support BDRCS in planning, designing, and budgeting GRC-supported project activities in Rajshahi, being directly responsible for overall field-level management.

  • Review and validate all bills and vouchers from project activities in line with the finance checklist for accurate monthly submission.

  • Ensure all unit-level procurement is conducted in accordance with GRC standards, including proper documentation and value-for-money considerations.

  • Lead field-level integrated activities such as Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), and Anticipatory Actions.

  • Monitor local forecasts and share regular updates with GRC/BDRCS/FbF counterparts.

  • Liaise with local authorities, school authorities, and City Corporation officials, developing monthly program briefs for the Line Manager.

  • Build a strong interface with key departments of Rajshahi City Corporation (e.g., DRRO, Education Board, Dept. of Environment, BMD).

  • Supervise the collection of high-quality human interest and change stories, ensuring documentation in case study format with multimedia support.

  • Ensure all field activities consider CEA, PGI, and Green Response standards and policies of the IFRC and BDRCS.
