Job Context:
∎ For the team of our "Strengthening Institutions for Climate-Adapted Drinking Water Resource Management in Dhaka, SAIDABAD", we seek applications from suitable candidates for the position of "Environmental Policy, Resource Efficiency Advisor".
∎ Contract Duration till: October 2025

Job Responsibilities:
∎ The position holder is responsible for:
∎ Managing an area of responsibility that forms part of the project objectives, team agreements and/or agreements with the superior
∎ Assisting project initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ Advise supervisor on all tasks when implementing GIZ rules and regulation
∎ Advise supervisor in the field of project's planning, steering and monitoring
∎ Independently implement goals and requirements set by the line manager
∎ Make decisions which have a short-term effect within a limited project area/ unit
∎ Assist supervisor to identify day to day problems and suggest appropriate solutions
∎ In this context, the position holder fulfils the following tasks:
∎ Tasks (Main Job Role):
∎ In relation to the Water projects, the position holder fulfils the following tasks:
∎ Assisting DWASA and LGRDC in the preparation of the PRODOC, the TAPP and other documents required for the official start of the project.
∎ Participate in the preparation of the project implementation (meetings, workshops)
∎ Planning, design and implementation of the output 1 interventions of the project in consultation with the supervisor including planning the yearly budgeting and supervising timely expenditures.
∎ Maintain liaison with the Dhaka Water Supply and Sewerage Authority (DWASA), Ministry of Local Government, Rural Development and Cooperatives (MoLGRDC), Department of Environment (DoE), Ministry of Environment, Forests and Climate Change (MoEFCC) and the High Level Committee to be created for the implementation of the master plan for the Meghna river and update supervisor timely.
∎ Be the focal for the advisors and staff working in the project related to communication with the project partner, DOE and LGRDC
∎ Work as a security focal for the project in liaison with the security advisor of the GIZ office
∎ Besides, liaising with broad range of partners and stakeholders, as well as other governmental partner institutions, international donors and multilateral stakeholders in the field of development cooperation.
∎ Assisting the AV in providing professional advisory service to governmental institution to facilitating a process to improve the environmental regulatory framework.
∎ Support in organising and conducting technical analyses, studies, and study trips jointly with partner organisations.
∎ Developing Terms of Reference (ToR) and manage contracts under the supervision of the superiors.
∎ Conceptualise, prepare and organise workshops, seminars, and other events related to the Programme's field of activities and submit reports on the events.
∎ Assist supervisor on all task when implementing GIZ rules and regulation
∎ Core scope of tasks (Specific Job Role):
∎ The position holder should:
∎ Support capacity development measures for the implementing partners to improve environmental protection measures
∎ Providing advice to local authorities on the identification of measures and their implementation and assisting the AV in advising local authorities on the identification of measures and their implementation
∎ Support and advise for access to government budgets for monitoring
∎ Support and advise for access to finance for environmental protection measures
∎ Assisting the AV in awareness raising campaign on environmental protection
∎ Takes part in the formulation of project action plans and synchronization of the planning and budgeting system concerning project-team
∎ Independently implementing policies regarding political relations set by the supervisor
∎ Other duties/additional tasks:
∎ The position holder:
∎ Supports the knowledge management of the project.
∎ Performs other duties and tasks at the request of management

Additional Requirements:
∎ 5 years in relevant occupational experience
∎ Knowledge in the field of Bangladesh water sector, environmental policy/strategies and relevant government institutions is required.
∎ Experience in communication with federal ministries/ policy advice and in cooperation with other donors would be an asset
∎ Ability to work well under pressure and must be a strong team player
∎ Must have good interpersonal and communication skills
∎ Fluency in English is essential
∎ Knowledge of German Language is an asset
∎ Ability to work in an intercultural environment
∎ Good organizational skills and management expertise
∎ Strong quantitative skills
∎ Willingness to upskill as required by the tasks to be performed - corresponding measures are agreed with management
