Experience in evaluating any projects/sectoral study funded by IFAD/World Bank/ADB/DANIDA and/or any other UN agencies will preferable.
a) Inception Report: Within 10 working days of contract signing, the consultant shall submit a comprehensive inception report outlining the proposed final Endline design and methodology to PO/PKSF for approval. This report will present initial insights derived from document reviews, the rationale behind methodological choices, and a thorough description of the methodology, tools, analytical approaches, and a detailed work plan for the entire exercise. Draft questionnaires or interview forms, if any, will also be provided for review at this stage.
b) Sample Frame: Detailed sample size and sampling frame will be determined using statistical methods.
c) Endline Tools: The quantitative survey questionnaire and qualitative checklist will collect all required study data.
d) Interview Notes & Documents: The consultant will summarize key meetings and provide relevant documents from the evaluation.
e) Findings Presentation: Initial findings will be presented to PO for feedback (timeline). A PowerPoint and a two-page handout will be shared in an online workshop. Feedback from PO and stakeholders will be incorporated into the draft report.
f) Findings Brief: A concise brief (up to three pages) summarizing evaluation objectives and results will be prepared for wide distribution.
g) Indicator Table with Value: The Consultant will provide an indicator table including the values and make comparison with baseline study including the % of progress (Indicator progress table Baseline Vs Endline and Control Group status).
h) Final report: The final report will contain a short executive summary (not more than 1,000 words) and a main body of the report (not more than 10,000 words) covering the background of the intervention evaluated, a description of the evaluation methods and limitations, findings, conclusions, lessons learned, recommendations and action points related to these. The evaluation findings should be presented in outcome wise and outcomes and further analysis under evaluation criteria. The specific recommendation should be made based on specific thematic of women and young involvement in value chain development. Recommendations and action points should be SMART. The report should also contain appropriate appendices, including a copy of the ToR, cited resources or bibliography/reference, a list of those interviewed and any other relevant materials. The final report will be submitted one week after receipt of the consolidated feedback from Atmabiswas. The consultant will submit 5 hard copies of final report to PO.
Last but not the least, the report should be conspicuous and lucid for readers of all levels.
i) Case Studies: To highlight stories of success in the field and include it in the final report.
All products arising from this evaluation will be owned by the RMTP/PKSF. The evaluators will not be allowed, without prior authorization in writing, to present any of the analytical results as his/her own work or to make use of the evaluation results for private publication purposes.
j) Data Set: The consultant will submit the final data set to the PO in Excel and SPSS.
