Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection, and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, and primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, and Cox`s Bazar district through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics
∎ Number of staff: Around 270 National staff and 06 international staff
∎ HI is currently looking for a DRR officer for its "Socio-economic Empowerment of Extreme Poor and Poor People Living in Flood-prone District of Bangladesh" Project. Reporting to the Base Manager, Kurigram, DRR officer will provide day-to-day management of his/her part to ensure the project activities are implemented in line with the agreed plan as well as approved donor proposal and budget.

∎ Type of Contract: Fixed-term
∎ Duration of the Contract: As early as possible to August 2023.

Job Responsibilities:
∎ Mission 1: Operational implementation
∎ Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks
∎ Participate in baseline study along with Rehab & livelihood Officers as per project methodologies and focusing DRR issues, opportunities, and challenges of beneficiaries in the target areas.
∎ Prepare training module, support parents & caregivers to develop early learning toys and material with local material & tutorials, disaster risk reduction, provide support to parents, and caregivers; provide training to the target group.
∎ Monitor project activities, check quality implementation and follow-up beneficiaries files on need assessment for inclusive DRR.
∎ Vulnerability Capacity Analysis (VCA) and developing a contingency plan for the local community at the village level.
∎ Oversee the process of selection of assets by beneficiary households, participate in asset procurement, ensure asset delivery, and complete documentation.
∎ Ensure respect for HI technical policies, methods, and approaches in order to ensure quality during project implementation, in linkage with the Technical Unit.
∎ Personalized support to an individual person with a disability to choose and participate in their suitable skill-training options.
∎ Responsibility 2: Contribute to project monitoring, evaluation, accountability, and learning
∎ DRR Officer will conduct VCA and facilitate community people in developing a contingency plan. Total 12 contingency plan will be developed in a participatory process.
∎ Follow up of services with the beneficiaries at home and provide support as per need and project interventions.
∎ DRR Officer will provide training to the members of SHGs and the community on inclusive DRR and mitigation measures. In this regard, the learning from the existing project will be rolled out in the new areas.
∎ DRR Officer will be responsible to carry out the activities. HI Accessibility Officer and RO will be the contributors for the accomplishment of the intervention. Moreover, HI RO will take measures for adaptation at HH level based on individual needs and DRR perspective.
∎ HI Technical team and DRR Officer will develop the training module to provide training to 20 participants who will later facilitate in inclusive DRR planning at the community level.
∎ Capacity building and support community volunteers/ caregivers in organizing regular session on awareness-raising and DRR activities for all.
∎ Support to ensure indicators tracking related to the progress of beneficiaries towards disability inclusion.
∎ Participate in monthly coordination meetings for ensuring better coordination for smooth project implementation.
∎ Responsibility 3: Ensure project data management
∎ Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.
∎ Contribute to the development and roll-out of monitoring tools, data collection, and report writing.
∎ Conduct and maintain beneficiary files related to DRR assessments
∎ Collect and compile project-related data in the relevant database.
∎ Responsibility 4: Contribute to the coordination of project teams
∎ Build a network with concerned stakeholders i.e. Union Parishad, District and Upazila Disaster management department (PIO/DRRO), Upazila social service department, training institutes, and other NGOs working in the relevant field.
∎ Respect HI technical policies, methods, and approaches in order to ensure quality during project implementation.
∎ Keep smooth communication with Technical Advisor-HI for any technical issue.
∎ Prepare monthly report, event report, and monitoring mission report.
∎ Build the capacities of the project team on disability issues targeting vulnerable populations and how to ensure their dignified participation in the skill development training methodology and facilitation skills.
∎ Responsibility 5: Contribute to external project communication
∎ Communicate with other relevant stakeholders and like-minded organizations and engage persons with disabilities.
∎ Mission 2: Emergency Preparedness and Response
∎ Contribute to the program's emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.
∎ Perform any other related activities as assigned by the immediate supervisor.

Additional Requirements:
∎ Age at least 25 years
∎ At least 2-3 Years of extensive working experience in DRR.
∎ Experience on work in Kurigram or other disaster-prone areas is preferable.
∎ Working experience with HI or any disability focus organization will be given the advantage.
∎ Proven analytical and planning skills.
∎ Knowledge of disability and development issues in Bangladesh.
∎ Have the capacity to maintain close relationships with partners, stakeholders, and clients.
∎ Working experience in an inclusive DRR project will be added extra value for the candidate.
∎ Excellent communication skills in both verbal and written Bangla and English.
∎ Ability to work under pressure and in a multicultural team environment.
∎ Availability to travel to remote areas and spend time at the field level.
∎ Computer knowledge (MS office package- both in English and Bangla).
∎ Strong teamwork approach.
