About LCA Sundarban Coalition

The Sundarban Coalition is a platform of 16 local organisations in the Southwest coastal zone of Bangladesh. The coalition was initiated in Bangladesh in 2022 and aspires to promote “disaster ready” communities while fostering a collective leadership of the local CBOs. This coalition is formed in partnership with the Local Coalition Accelerator (LCA), an initiative of The Share Trust and the Warande Advisory Centre, and in collaboration with Start Fund Bangladesh and Margaret A. Cargill Philanthropies (MACP). The LCA has started its third phase which is being hosted by Association of Voluntary Actions for Society (AVAS). The LCA aims to support local and national organizations to lead in the design and execution of large-scale systems change, and to facilitate their direct access to the significant bilateral and multilateral financing that is currently channelled almost exclusively to and through UN or INGO vehicles. The LCA initiative envisions shifting greater funding and power to local actors, while also changing donor processes and systems to be more equipped to accompany and complement community-driven initiatives. 

JOB PURPOSE

The Divisional Finance and Admin Officer will support the Finance and Admin Specialist in implementing effective financial management practices across coalition-affiliated CBOs. The role primarily focuses on strengthening CBOs' capacity in accounts management, book-keeping, and financial compliance. The officer will monitor the financial operations of partner organizations and provide technical support to ensure transparency, accountability, and donor-aligned practices. This position will also lead internal audits as required and ensure financial standards are upheld across all divisional activities.

Key Responsibilities

Financial Management & Budgeting (Divisional Level & CBO Support)

  • Assist in financial planning, budgeting, and forecasting for coalition-supported CBO activities within the division

  • Provide technical assistance to Implementing Partner CBOs to develop and maintain basic financial systems, including cash flow tracking, budgeting, and fund utilization

  • Monitor monthly, quarterly, and annual financial transactions and reports from CBOs to ensure accuracy and consistency with project and donor requirements

  • Support timely and accurate fund disbursement processes and documentation at the divisional level, ensuring CBOs adhere to fund utilization guidelines. 

Compliance & Risk Management (Field-Based Implementation)

  • Ensure Implementing Partner CBOs comply with NGO Affairs Bureau (NGOAB), donor, and coalition financial policies

  • Regularly review and strengthen internal financial controls of CBOs to reduce risk of errors, and mismanagement

  • Conduct need-based internal audits of CBOs from the coalition secretariat, prepare audit reports, and support CBOs in implementing audit recommendations

  • Proactively monitor financial operations of CBOs, identify risks, and provide capacity-building or technical interventions to ensure compliance and accountability

CBO Financial Management Support

  • Assist CBOs in maintaining proper accounts, book-keeping, and financial documentation

  • Provide hands-on coaching and mentorship to build local finance capacity

  • Support the development and implementation of financial control systems in CBOs

  • Conduct field visits to CBOs to monitor compliance and advise on financial practices

  • Conduct financial training sessions for CBOs and coalition members to improve financial literacy

  • Develop simplified financial guidelines and tools to enhance coalition-wide financial accountability

  • Provide technical support to coalition members in preparing budgets and financial reports. 

Donor & Stakeholder Engagement

  • Ensure timely and accurate donor financial reporting in compliance with funding agreements

  • Work closely with donors and partners to address financial queries and ensure transparency

  • Support fundraising efforts by developing financial projections for grant proposals.5. Fund Management & Financial Sustainability

  • Explore and implement strategies to diversify funding sources, including institutional grants, CSR partnerships, and community-based funding models

  • Establish and maintain a financial sustainability plan for the coalition beyond donor funding cycles

  • Monitor cost efficiency and provide recommendations for optimizing coalition expenses.
