Additional Requirements:

• Minimum 5–7 years of professional experience in public health, MNCHN, global health security, outbreak preparedness, IPC/WASH, or community-based development programs.

• At least 3 years of experience in a supervisory or coordination role at district or upazila level.

• Practical experience working with government health systems, including Civil Surgeon’s Office, District Hospitals, Upazila Health Complexes, and Community Clinics.

• Experience in implementing donor-funded projects (preferably US state government, FHI 360, UNICEF, or WHO supported) will be an advantage.

• Good understanding of Bangladesh health systems, MNCHN services, IPC/WASH, emergency preparedness, and community engagement approaches.

• Ability to supervise field teams, coordinate multiple activities, and meet reporting deadlines under pressure.

• Strong communication and coordination skills with government officials, partners, and community stakeholders.

• Proficiency in Bangla and working knowledge of English for reporting and communication.

• Computer literacy with working knowledge of MS Word, Excel, PowerPoint, and digital reporting tools.

• Willingness to travel frequently within the assigned district and to hard-to-reach areas.

• Basic knowledge and commitment to safeguarding, child protection, PSEA, and ethical standards in project implementation.

Authorities: Reports to the designated supervisor as per project organogram and operates within the delegated authority of DASCOH Foundation.

Key Relationship: The District Manager will maintain close working relationships with the Regional Manager and Technical Expert for overall guidance and supervision; Upazila Coordinators, Upazila Facilitators, Monitoring Officers, and Support Staff for day-to-day implementation and team supervision; Civil Surgeon’s Office, District Hospital management, and district-level DGHS and DGFP officials for coordination of health services and outbreak preparedness; Upazila Health and Family Planning Officers and health facility managers for field-level implementation; PHEOC platforms, IEDCR focal persons, and District Administration for emergency preparedness and response; Department of Livestock Services and Agriculture Extension for One Health and zoonotic disease-related activities; and community structures, frontline health workers, and relevant NGOs/partners to ensure effective community engagement and local ownership..



Responsibilities & Context:

Introduction

DASCOH Foundation is a non-government and non-profitable organization. Utilizing local knowledge of the people at grass root and available resources at local level, DASCOH has put forward an alternative participatory development process. It has developed a professional workforce with flexible decision-making capacity. DASCOH is using supportive supervision & coaching method to develop human capital and thus helping to develop the capacity of local government institutions, which is reflected in the project planning and management with local government, private sector, donors and the community. Currently, it operates several projects, covering the thematic areas of health, climate adaptation, human rights, quality education, livelihood improvement, etc. mainly covering Rajshahi division but all over the country. Several projects are ongoing in the thematic areas and information technology support are required for innovation, monitoring, analysis and showcasing good practices and achievements. Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global project funded by the U.S. Department of State and the US President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to strengthen Global Health Security (GHS), including outbreak response; improve maternal and child health (MCH), and promote health systems strengthening (HSS) including supply chain management. EpiC is led by FHI 360 with it’s implementation partners including DASCOH working in seven districts of Bangladesh. Under the EpiC project, DASCOH will be implementing interventions to strengthen global health security, outbreak preparedness, MNCHN service continuity, and community engagement in Natore and Naogaon districts.

Purpose of the position

DASCOH is application from qualified individual for the role of District Manager who will be responsible for coordinating and overseeing day-to-day implementation of the EpiC project at the district level to ensure effective delivery of activities related to global health security, outbreak preparedness, MNCHN service continuity, IPC/WASH, and community engagement in line with the approved workplan, organizational policies, and donor requirements, while maintaining close coordination with government authorities, project teams, and partners.

Objective of the mandate:

The objectives of the project execution mandate are:

• Coordinate and oversee implementation of EpiC project activities at the district level to ensure timely, effective, and quality delivery in line with the approved workplan.

• Strengthen coordination with district and upazila health authorities, local administration, and relevant stakeholders to support integrated implementation and government ownership.

• Support continuity and quality of MNCHN services, global health security interventions, IPC/WASH practices, and community engagement activities across project-supported facilities and communities.

• Monitor field-level progress, identify implementation challenges, and take timely corrective actions in coordination with the Regional Manager and Technical Expert.

• Ensure accurate data collection, routine analysis, and timely reporting of program activities and results using HMIS, IEDCR, and other project monitoring tools.

• Support capacity building, supervision, and mentoring of upazila-level project staff and frontline service providers.

• Ensure compliance with organizational, donor, and safeguarding policies while maintaining a safe and respectful working environment for staff and stakeholders.

Function:

In more concrete terms the mandate includes;

• Coordinate and oversee day-to-day implementation of all EpiC project activities at district level in line with the approved workplan, timelines, and donor requirements.

• Support implementation of EMCE/RCCE and community engagement activities, including message dissemination, feedback mechanisms, rumor tracking, and community dialogue.

• Coordinate global health security, outbreak preparedness, and IPC/WASH activities, including facility readiness, protective behaviors, joint supervision, and early reporting mechanisms.

• Support MNCHN service continuity and quality improvement activities at district and upazila health facilities, including assessments, mentoring, QIC meetings, and referral linkages.

• Facilitate district and upazila-level coordination with Civil Surgeon’s Office, DGHS/DGFP, PHEOCs, local administration, and other relevant stakeholders.

• Supervise and provide operational guidance to upazila coordinators and facilitators, ensuring timely implementation, documentation, and follow-up of activities.

• Monitor field-level progress and service data, identify implementation gaps, and support corrective actions in coordination with the Regional Manager and Technical Expert.

• Ensure timely reporting, documentation, and data submission in line with organizational and donor requirements.

• Promote and ensure compliance with safeguarding, child protection, and ethical standards in all project activities.

Output:

• District-level EpiC project activities are implemented on time and in line with the approved workplan and quality standards.

• EMCE/RCCE and community engagement activities are conducted as planned with functional feedback and rumor-tracking mechanisms.

• Global health security, outbreak preparedness, and IPC/WASH interventions are implemented and monitored at health facilities and community level.

• MNCHN services at supported facilities continue during routine and emergency periods with improved readiness and referral linkages.

• Regular coordination meetings are held with Civil Surgeon’s Office, DGHS/DGFP, PHEOCs, and other district stakeholders.

• Upazila coordinators and facilitators perform effectively under regular supervision and guidance.

• Implementation gaps are identified through routine monitoring and addressed through timely corrective actions.

• Monthly and quarterly progress reports and supporting documentation are submitted accurately and on time.

• Safeguarding standards are followed and promoted across all district-level project activities.

Profile of Qualification:

The applicant should have the following educational qualifications, skills and knowledge:

• Master’s degree in Public Health (MPH), Social Sciences, Development Studies, Health Management, Population Sciences, or a related discipline from a recognized university.
