∎ General Functions:
∎ Under the overall supervision of the Head of the Transition and Recovery Division (TRD) and the direct supervision of the Disaster Risk Reduction Project Manager, the successful candidate will be accountable and responsible for supporting the formulation, design, planning, implementation monitoring and evaluation of projects related to disaster risk reduction and resilience in IOM targeted areas of intervention, which includes:
Job Responsibilities:
∎ Ensure timely implementation and monitoring of IOM disaster risk reduction activities in close coordination with relevant government authorities, non-government counterparts including UN agencies and other stakeholders at district, sub-district and local levels;
∎ 2. Contribute to the design and implementation of disaster risk assessments, and develop response options, including awareness-raising campaigns, trainings, drills and/or infrastructure enhancement measures;
∎ 3. Monitor activities on the ground to ensure timely intervention / accomplishment of activities; undertake regular on-site field visits to assess project progress, and recommend remedial actions, as necessary;
∎ 4. Maintain and update budget trackers and procurement plans to assist the Project Manager to timely monitor project expenditures against budgets; provide support to review financial and activity reports of Implementing Partners (IPs);
∎ 5. Provide technical guidance and facilitate formulation and design of Community Risk Assessments and Risk Reduction Action plans (CRA &RRAP) including structural and non-structural activities for vulnerable communities ensuring active involvement of UDMCs;
∎ 6. Provide technical support to formulate contingency plans for Disaster Management Committees from District to community level ensuring community participation in the whole process from selection to implementation;
∎ 7. Develop DRR training modules and support capacity enhancement of IOM field staff, IPs, Disaster Management Committees, Cyclone Shelter Management Committees, Community Based Volunteers and DRR Awareness Groups, and other relevant stakeholders;
∎ 8. Support local administration and IPs in strengthening cyclone, landslide and flood Early Warning Systems (EWS) to ensure EWS reach end users;
∎ 9. Plan and organize capacity-building workshops for government authorities on key DRR concepts and frameworks; coordinate technical assistance activities to develop/update disaster risk management plans, contingency plans and emergency response SOPs.
∎ 10. Collect timely information and data for internal and external reporting and support the process of knowledge creation and dissemination to publicize and inform stakeholders, government authorities, donors etc. on IOM's activities contributing to Disaster Risk Reduction and resilience
∎ 11. Perform such other duties as may be assigned
Additional Requirements:
∎ Prior experience in programme formulation, management, implementation and monitoring of DRR and resilience-building programming in crisis and/or post-crisis settings, for example in the areas of disaster preparedness, infrastructure development, livelihoods diversification, early warning and disaster risk assessment;
∎ Proven experience on Community Based Disaster Risk Management (CBDRM) and clear understanding of the process;
∎ Having demonstratable experience on Community Risk Assessment and Risk Reduction Action planning (CRA and RRAP) with the involvement of targeted communities and stakeholders;
∎ Experience in developing non-structural and structural interventions with regards to DRR mitigation and resilience;
∎ Experience working with national and local governmental authorities and donors, as well as with both local and international partner institutions and civil-society organizations;
∎ Strong strategic analysis capacity, writing skills and organizational and planning skills;
∎ Computer literacy, especially database tools;
∎ Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
∎ Proven ability to produce quality work accurately and concisely according to set deadlines;
∎ Practical experience of how to multi-task, prioritize and work independently
