∎ Sightsavers is seeking a Disability Inclusion Technical Adviser to act as an interlocutor between DFID and Sightsavers on the Inclusion Works and Disability Inclusive Development programmes. The role will be based in the Sightsavers Bangladesh Country Office (BCO) and also at the DFID office in Bangladesh (DFIDB).

∎ Background to the Role: Realising the importance of disability inclusive development, in December 2018, DFID published its first ever 5-year Disability Inclusion Strategy. In line with this strategic commitment, DFID Bangladesh (DFDB) is working to mainstream disability inclusion within its overall programmes. DFIDB has a number of programmes specifically targeted towards working with people with disabilities and monitoring progress. DFIDB has strong ambitions and continues to build awareness, capacity and commitment to the standards with existing and new partners and with the Government of Bangladesh. During 2018, DFID Bangladesh undertook a "disability audit" of its portfolio and subsequently developed a Disability Inclusion Action Plan to support its ambition to be a leader across DFID in disability inclusion.
Job Responsibilities:
∎ About the Role: The overall objective of the Disability Inclusion Technical Adviser post is to support DFIDB to implement its Disability Inclusion Action Plan - as well as supporting the DFID Asia offices and region with best practice and learning. Work will predominantly be overseen by Sightsavers, but time and inputs related to DFID will also be overseen by the Statistic Adviser in DFID Bangladesh. As a first-step, the post-holder will review DFIDB's Disability Inclusion Action Plan to identify and prioritise the support required to deliver it. The review will also recommend adjustments to the action plan, if appropriate. The post-holder will also have a wider regional role in supporting disability inclusion development in other DFID country offices in Asia. This will include providing technical assistance on programme design and delivery and ensuring lessons on good practice on disability inclusive development are shared across the region. This regional role would take up 20% of the post-holder's time. Following the review stage, duties are anticipated to include:
∎ Technical assistance to the DFIDB Disability Working Group as required
∎ Dedicated and tailored technical assistance to flagship programmes (and other disability high potential programmes) with timely and high-quality advice on disability inclusion and empowerment
∎ Leading and coordinating the development of a strategy for systematic and meaningful engagement and partnership with people with disabilities and DPOs
∎ Working closely with the Statistics Adviser, providing advice and support to DFIDB teams and partners to ensure disability disaggregated data is systematically collected, monitored and analysed and learning is shared
∎ Reviewing the extent to which flagship programmes are addressing stigma and discrimination against persons with disabilities.
∎ Providing technical assistance on disability inclusive development to other DFID country offices in the region
∎ Sharing lessons on good practice on disability inclusion from the work in Bangladesh with other country offices in the region and with DFID's Disability Inclusion Team.
∎ Limited travel to DFID Country Offices to review specific programming and provide technical expertise
Additional Requirements:
∎ Knowledge of current issues and best practice in social inclusion, economic development, disability and development
∎ Experience in social inclusion and disability-focused programmes in low-resource settings
∎ Experience in developing and adapting programme guidance tools and other resource materials
∎ Experience in collating, synthesising and disseminating best practice guidance, research and programme learning
∎ Good knowledge of the key international networks and organisations working on social inclusion and disability
∎ Excellent oral and writing skills in English
∎ The ability to travel for up to 6 weeks per year
∎ An understanding of and commitment to equality of opportunity for disabled people
