∎ Job Purpose:
∎ The Director - Cox`s Bazar Programme will be responsible to (i) provide strategic leadership, direction and overall management of Concern`s Rohingya Refugee Crises Response and (ii) Expanding Concern`s foot prints in Cox Bazar district through long term development programme. She / he will represent Concern in Humanitarian Response Coordination mechanisms, other relevant district level coordination, Government representatives and donors to ensure the delivery of a high quality, coordinated delivery of Concern`s humanitarian and long term development programme. She / he will provide overall oversight and strategic guidance for Concern`s Rohingya response and development programme and ensuring it aligns to the Concern Bangladesh Country Strategic Plan. She / he will ensure the quality of the current programme whilst also ensuring the roll out and implementation of the agreed transition/localisation plan as well as organisational growth through growing our long-term development programme in Cox Bazar district. She / he will be expected to work effectively across the organization to deliver high-quality programs, advocacy and strategic engagement.

Job Responsibilities:
∎ Providing strategic leadership and coordination including, but not limited to:
∎ Representing Concern's response to Rohingya refugee crises and developing effective relationships with humanitarian response coordination mechanisms, the Government of Bangladesh, other humanitarian responders, Concern's partners, Alliance2015 members and donors so that all stakeholders are aware of Concern's current Response and future directions.
∎ Ensuring alignment and coordination of Concern's operations with the wider humanitarian response coordination mechanisms by ensuring Concern's engagement, coordination and reporting with Sectors and government structures at camp, host community and district levels
∎ Contributing towards the strategic direction of the response and sector strategies through evidence based influence of and leadership within sectors, Inter Sector Coordination Group (ISCG) and other NGO coordination forums.
∎ Leading and overseeing the implementation of a coherent and strategic response to the protracted Rohingya refugee crises by setting the strategic vision and direction for the team.
∎ Leading the development of Concern's long term development programme in wider Cox Bazar district based on a robust context analysis, gaps and Concern's relevance and added value in line with Concern's Country Strategic Plan (CSP) and Government of Bangladesh's priorities.
∎ Work closely with the Concern's Programme Director to ensure that there is close collaboration and cross-learning, especially around the Country Strategic Plan and Partnership Strategy.
∎ Ensuring high quality delivery of Concern's programme with maximum efficiency, quality, and professionalism, including, but not limited to:
∎ Providing overall oversight and management of Concern's response to Rohingya refugee crises as well as expansion through development and delivery of long term development programme in Cox's Bazar.
∎ Managing multi-sectoral and multi-donor projects in accordance with the project plan; ensuring implementation is as per Sector strategies, Concern's Global standards and guidelines, Core Humanitarian Standards, SPHERE standards, Government of Bangladesh national guidelines in the delivery of the activities. Continually reviewing ongoing implementation to ensure continued relevance and technical standards are being met.
∎ Leading Concern's emergency preparedness activities to mitigate disaster risk arising from monsoon floods, landslides and cyclones threats in collaboration with others (Govt. and Sector), by maintaining an understanding of Concern's preparedness for emergency, ensuring the team is trained, informed and ready to respond as per the Standard Operating Procedures for disaster response in Cox's Bazar.
∎ Ensuring effective internal monitoring & evaluation systems, the preparation of all reporting on activities in compliance with Concern, sector and donor requirements and contributing towards sector and donor evaluations.
∎ Ensuring effective execution of all our policy and procedures in all our programmes and that system functions are compliant with Concern's standards and efficiency.
∎ Adjusting Concern's humanitarian response in Cox's Bazar to fit with the strategic plan for transition to working with partners, building national partner capacity and provide technical oversight and support, including, but not limited to:
∎ Providing detailed strategic analysis of the humanitarian context, identifying where unmet humanitarian needs persists, ensuring high quality assessments and coordination with sectors to identify gaps and developing recommendations for new programme design, resource and funding requirements.
∎ Identifying, designing and preparing new initiatives for Concern's programme (both in refugee camps and wider Cox Bazar district), in a working through /with partner modality, coordinating the process of developing high quality concept papers and proposals and leading the presentation and negotiation of proposals to donors for funding. Support local partners to respond to proposals.
∎ Operations management and security, including, but not limited to:
∎ Overseeing the running of the Field Office, coordinating all operational aspects with support from Country Office and HQ.
∎ Ensuring the implementation of Concern's Cox's Bazar Security Management Plan and procedures are in place and continually monitor the safety and security situation and ensuring the update of all plans and Security Tree as required in collaboration with the Systems Director
∎ Overseeing effective functioning of logistics and procurement systems to procure, store and distribute stock, supplies and services for the timely delivery of project objectives at national level.
∎ Planning, identifying and resourcing appropriate and effective structure & staffing needs for the response, as per Concern's Global Policies and national laws.
∎ Ensuring the team have a strong understanding of safeguarding of beneficiaries as per Concern's P4 policy and all policies are rolled out and adhere to by all staff, volunteers and partner staff.
∎ Financial management and Government compliances, including, but not limited to:
∎ Ensuring the proper financial management of Concern's resources through appropriate budgeting, expenditure and monitoring processes.
∎ Working closely with Concern's Country Finance team to ensure compliance with all internal and Govt. legal compliances and submit accurate reports to all our donors on time.
∎ Providing timely and effective oversight of the financial position of the country program including identification and implementation of required changes to match funding levels.
∎ Monitoring and identifying appropriate sources for match fund requirements and coverage of funding gaps.
∎ Work closely with country team in Dhaka to ensure that Concern's programme in Cox Bazar are fully compliant to rules and regulations of Government of Bangladesh such as NGO Affairs Bureau, Refugee Relief Repatriation Commission (RRRC), Camp In charge, National Bureau of Revenue etc.
∎ As a member of the Senior Management Team, provide effective leadership to the organisation.
∎ Active participation in Senior Management meetings, contributing significantly to decisions on policy and strategic direction.
∎ Ensure leadership in safeguarding and the implementation of safeguarding policies throughout all programme implementation.
∎ Enabling effective learning and sharing in the organisation, supporting regular dialogue between the programme and the learning and sharing teams.
∎ Accountability :
∎ Promote and ensure compliance with the Core Humanitarian Standard (CHS) commitments and quality criteria
∎ Ensure that all staff are familiar with the principles underpinning accountability, safeguarding and Concern's Complaints and Response Mechanism (CRM) and ensure that information about Concern's commitments on accountability and safeguarding are disseminated among programme participants and communities
∎ Ensure that the CRM is functional, effectively implemented and accessible in all programmes' locations, enabling safe reporting of both programmatic and sensitive complaints, including safeguarding concerns
∎ Ensure that complaints are welcomed, managed and responded to in a timely, fair and appropriate manner; ensure that sensitive complaints, including safeguarding concerns, are handled with utmost confidentiality and that the safety of the complainants and those affected is prioritised at all stages.

Additional Requirements:
∎ At least 10 years of relevant work experience including minimum three years at senior management level worked in complex and challenging work environment while delivering humanitarian and long term development programme.
∎ Strong knowledge of humanitarian principles, standards and system (IHL, Core Humanitarian Standards, IASC, Cluster System, Civil-Military relations) and key relief sectors.
∎ Experience of organisational representation, evidence based advocacy and coordination both in humanitarian and development programme setting including with other NGOs/UN agencies and donors.
∎ Strong leadership and management of multi-sector teams in an humanitarian and development programme setting, with skills in guiding, mentoring, coaching and training teams and staff.
∎ Operational experience of new programme design, writing donor proposals and securing donor funding, participatory programme planning, management, implementation, monitoring and evaluation, including application of SPHERE standards and the Core Humanitarian Standards.
∎ Proven track record of advancing gender transformative and inclusive programming approaches
∎ Experience in strategic management and management including proven experience of overseeing large, multi-sectoral development and humanitarian programmes implemented through partners
∎ Experience of managing multi-donor funding (Institutional, Appeal, Private) and multi-site programmes.
∎ Experience in working with partners (NGO/GO) and multi-sectoral stakeholders.
∎ Proven aptitude to inspire creative growth, innovation and learning.
∎ Experience in vigorously advocating to stakeholders for resources, responses and recognition of complex humanitarian and development problems.
∎ Strong human resource management skills including capacity building and mentoring.
∎ Experience supervising and managing a multi-disciplinary team in a cross-cultural setting.
∎ Previous budget and fiscal oversight responsibilities.
∎ Ability and personal resilience to work in fast paced, dynamic and pressurised environment.
∎ Well-developed written and oral communications skills in English with high level experience in representation and negotiation.
∎ Ability to work, live and thrive in a complex environment.
∎ Experience of working in Rohingya crises response in Cox Bazar, Bangladesh will be an added advantage
∎ Understanding of local culture and language will be an added advantage
