∎ Working Experience:
∎ • Experience: 5 years’ experience in P&SC in which 3 years in development organization is preferred
∎ • Experience in procurement, transportation and distribution, customs clearing, warehouse management and stock management etc.
∎ • Experience in logistics in emergency response highly desirable.
∎ • Experience working with international NGOs desirable.
∎ • Experience in the distribution of both food and non-food items.
∎ • Experience working with local commodities transporters.
∎ Job related Knowledge: Knowledge of international standards related to logistics and procurement.
∎ Skills:

∎ The role holder is required to carry out the duties in accordance with FIVDB gender policy.

Responsibilities & Context:
∎ This position is mainly responsible for following-up and performing different procurement process as per requirement from different sector and develop specifications for equipments, materials and printing supplies to be purchased or printing as per USAID and FIVDB policy.
∎ S/he carries out this role in support of ongoing development programs as well as emergency preparedness and humanitarian relief.
∎ KEY AREAS OF ACCOUNTABILITY:
∎ A. Major Responsibility
∎ • Overall execution of general program and support service procurement.
∎ • Ensure regular update in procurement tracker and documentation.
∎ • Handle all local tenders (0.4-20 M value) procurement.
∎ • A physical inventory of property that must be taken, and the results reconciled with the equipment records, at least once a year during the period of this award.
∎ B. Facilitate the procurement process and ensure supply as per requirement.
∎ • Ensure procurement and printing of different project materials, office supplies, and workshop supplies for HICRA project as per requirement.
∎ • Responsible to call Procurement committee meeting as and when needed, follow up and prepare minutes and getting approval from respective approval authority.
∎ • Follow-up and Check budget of individual items procurement with supervisor.
∎ • Ensure that verifying the estimated cost with current market price and present it to next action.
∎ • Ensure collect quotation/price offer from different suppliers as when required and Check/compare the market price as needed.
∎ • Follow-up and prepare comparative statement/bid summery and present it for approval as per level of authority and accordingly ensure Contract of Purchase/purchase Order
∎ • Ensure Filling/Document the procurement related papers systematic way.
∎ • Coordinate with different field and sub offices and provide support to all offices for maintaining smooth procurement system and process as per policy.
∎ C. General Services:
∎ • Preparing Procurement Agreement and Contracts as per FIVDB Policy.
∎ • Prepare different report and update all the contracts within time frame.
∎ • On behalf of FIVDB represent liaison with different program meeting, supplier and service provider.
∎ • Provide assistance to internal and external auditor, consultants, Researchers, Donors and other visitors with information, documents and make necessary coordination.
∎ • Visit to field Area/district offices and Partner NGOs to ensure FIVDB procurement ensuring policy are followed as per manual/agreement/MOU and provide on-spot technical assistance if needed.
∎ • Provide require information and documents to CO as schedule and when require.
