Job Purpose
The Deputy Manager – Finance and Admin will play a crucial role in ensuring the financial health and administrative efficiency of assigned projects, with a primary focus on the Frontex-JRS and UK Home Office projects, as well as other designated initiatives. This role involves comprehensive financial monitoring, administrative oversight, and close coordination with various internal and external stakeholders.
Key Responsibilities
Lead the overall financial and administrative operations of the Frontex–JRS and UK Home Office projects, including fund forecasting, expenditure tracking, and budget compliance, while also supporting other assigned projects.
Conduct monthly and annual financial analyses, variance analyses, and management reporting.
Ensure timely preparation of donor financial reports, support external audits, and maintain compliance with NGOAB and donor requirements.
Maintain effective coordination with the Central Finance & Accounts team, program teams, donors, auditors, and regulatory bodies. Facilitate smooth communication between the Head Office and Field Offices for efficient project delivery.
Review and monitor budget utilization, verify travel and operational expenses, and ensure adherence to organizational policies and donor compliance guidelines. Review proposals, grant agreements, and donor budgets.
Manage essential administrative tasks to ensure seamless office and project operations.
Conduct field visits to monitor financial and administrative activities, maintaining accurate documentation for all transactions.
Oversee fund flow, including reconciliation of receivables and payables, payroll allocations, and statutory deductions (PF, gratuity, TDS). Maintain detailed project-wise fixed asset registers and perform regular account reconciliations.
Review donor proposals, agreements, and budgets to ensure compliance. Implement and maintain robust financial controls in line with donor requirements and organizational policies.
Perform financial and variance analyses, reporting findings to the respective Program and Finance teams. Support management reporting to aid in decision-making.
Support the annual budgeting process for assigned projects and assist in uploading budgets into the ERP system.
Safeguarding Responsibilities:
Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA).Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
Additional Requirements
Core knowledge of finance and financial reporting.
Should have good communication skills in both Bengali and English.
Sound knowledge on Advance Excel and PowerPoint presentation.
Knowledge of NGOAB regulation is a plus.
