Experience:
Master's degree in Business Administration with a major in Supply Chain Management/ Procurement/ Finance or a related discipline from a recognized university, along with a four-year Bachelor's degree.
Minimum 10 years of relevant experience in procurement and supply chain management in a university, public sector organization, or reputable corporate entity.
Strong knowledge of procurement policies (public or private), tendering processes, and contract management
Experience with ERP or e-procurement systems is highly desirable
Proven ability to manage procurement functions while ensuring compliance with audit and regulatory requirements
Demonstrated leadership capability, professionalism, accountability and meeting deadline of work.
Purpose of the Position:
The Deputy Director (Procurement) supports the Director Internal Affairs in planning, coordinating, and overseeing the University's procurement functions to ensure the efficient, transparent, and compliant acquisition of goods, services, and works. The incumbent plays a critical role in the day-to-day management of procurement operations, ensuring adherence to institutional policies, financial regulations, and audit requirements. Deputy Director contributes to the formulation and implementation of procurement strategies, promotes best practices in sourcing and vendor management, and ensures value for money in all procurement activities. The role also requires close coordination with academic and administrative units to provide timely and effective procurement support aligned with the University's operational and strategic objectives.
Key Responsibilities (include but are not limited to):
Assist the Director - Internal Affairs in developing and implementing procurement policies, procedures, and strategies
Oversees day-to-day procurement operations, including requisition processing, tendering, evaluation, and contract administration
Ensure compliance with institutional policies, financial regulations, and audit standards
Coordinate and support tendering processes, bid evaluations, and relevant committee activities
Review procurement requisitions for accuracy, cost-effectiveness, and timely processing
Support contract negotiations and contract administration as directed
Maintain and monitor vendor databases and evaluate supplier performance
Implements internal controls to enhance transparency and accountability in procurement activities
Prepare procurement reports, documentation, and analytical summaries
Liaise with internal departments to facilitate procurement planning and execution
Supervise procurement staff to ensure efficient workflow and task completion
Support the implementation of ERP/e-procurement systems and continuous process improvements
Ensure proper documentation and record-keeping for audit and compliance purposes
Act on behalf of the Director - Internal Affairs when delegated to ensure continuity of operations
Maintain effective communication with internal stakeholders and external vendors
Lead large-scale implementation of ERP systems (e.g., SAP) across inventory, procurement, budgeting, and related functions
Develop, review, and update procurement policies, SOPs, and vendor selection processes to ensure compliance and transparency
