Job Context:
∎ The Child Rights Situation Monitoring programme seeks to strengthen and streamline the monitoring of child rights situation in Bangladesh in order to facilitate greater accountability for rights violations at the local, national, and international level. There is a variety of initiatives that make up the Child Rights Situation Monitoring portfolio, including developing and implementing a child rights situation monitoring framework to systematically collect data on rights violations, and advocacy and communications for a Children’s Ombudsperson. The Programme Co-ordinator will work closely with Save the Children and other national and international organizations as well as government agencies to maintain coordination and strengthen their efforts to fulfill these initiatives. The Child Rights Advocacy Coalition in Bangladesh is a Coalition of ten national and international organizations working to uphold children’s rights in Bangladesh. ASK is the Secretariat of this Coalition.
∎ Role purpose: The Programme Co-coordinator is responsible to effectively and efficiently manage and implement ASK involvement in the ‘Monitoring Child Rights situation in Bangladesh’ project. Under this project ASK is facilitating a process with Child Rights Advocacy Coalition in Bangladesh to develop a CR monitoring mechanism, report preparation and advocacy at national and international level as part of follow up of UNCRC and UPR recommendations. This is a project led by Save the Children and supported by ASK.
∎ Program: Monitoring child rights situation in Bangladesh project, Child Rights Unit, Ain o Salish Kendra (ASK).
Job Responsibilities:
∎ CHILD RIGHTS MONITORING FRAMEWORK
∎ Provide technical and practical inputs into the ongoing development and implementation of the child rights situation monitoring framework
∎ Coordinate and manage the collection and analysis of data produced by the child rights situation monitoring framework
∎ Coordinate the production process of database for child rights situation monitoring data and ensure successful completion of the database
∎ Oversee and ensure the smooth operation of the database for collecting & storing information on child rights situation in Bangladesh
∎ Oversee and ensure the smooth completion of reports from coalition members as per the data collection and reporting plan
∎ Manage the production of the annual child rights situation reports in line with the Committee on the Rights of the Child (CRC) Concluding Observations and Universal Periodic Review recommendations
∎ ADVOCACY, NETWORKING AND COORDINATION
∎ Implement advocacy initiatives including for the Children’s Ombudsperson in Bangladesh
∎ Coordinate and host networking and joint advocacy activities
∎ Provide written and logistical support to external consultants to better enable their effective completion of the consultancy deliverables
∎ Communicate with media to achieve greater publicity around the programme’s advocacy initiatives
∎ Follow-up monitoring with relevant stakeholders (government departments, National Human Rights Commission etc) regarding child rights recommendations and actions
∎ COMMUNICATIONS, REPORTING AND KNOWLEDGE MANAGEMENT
∎ Draft clear Terms of Reference for hiring external consultants to undertake research, prepare reports and provide other technical support to the child rights monitoring programme
∎ Provide feedback on communications and reporting products, such as the Alternative Report to the CRC and other written documents on child rights monitoring
∎ Document and keep records of the processes regarding child rights monitoring and the progress on monitoring and follow-up initiatives
∎ Maintain close communication with coalition members, respective Ministries, Human Rights Commission, Media and other key stakeholders.
∎ OTHER RESPONSIBILITIES
∎ Prepare plans and budget
∎ Any other responsibilities assigned by ASK.
Additional Requirements:
∎ Age at most 40 years
∎ At least 5 years experiences in implementing development projects
∎ Prior experience of working with human rights / child rights based approaches, coordinating multiple stakeholders, coalition, network, interacting with children/NGOs and government officials, and project management, monitoring and evaluation is desirable in Advocacy and Networking is preferable though not mandatory.
∎ Knowledge:
∎ UN Convention on the Rights of the Child and other human rights instruments
∎ Understanding of rights based/child rights programming
∎ Skills:
∎ Good command of English and Bangla; Written and verbal
∎ Analytical thinking and problem solving skills
∎ Minimum Computer literacy of Word, Excel and Power point
∎ Fluency both in Bangla & English.
∎ Should have the ability to handle pressure.

∎ 51,640/- (Consolidate).
