Job Responsibilities:
∎ MAIN RESPONSIBILITY:
∎ To assist Médecins du Monde France in Bangladesh to conduct targeted needs assessments on Urban Health and Harm Reduction
∎ OVERALL OBJECTIVE
∎ To enable Medecins du Monde (MdM) to deliver high quality programs in Bangladesh, in the thematic areas of Urban Health and Harm Reduction.
∎ SPECIFIC OBJECTIVE
∎ To conduct needs assessment to identify needs in terms of Mental Health and Psychosocial Support, Gender Based Violence and Urban Health who lives in Gazipur and slum areas of Dhaka City for MdM's upcoming project
∎ CORE FUNCTIONS / RESPONSIBILITIES
∎ Develop the operation specific needs assessment strategy and define operational and finance requirements for the implementation of the strategy
∎ Identify and obtain the needed data and information elements required through establishing an analytical framework, data collection, analysis and reporting
∎ To produce a needs assessment report on Urban Health and Needs Assessments including the following chapters/areas of research and answering the following research questions
∎ Identify, meet, evaluate and assess local organizations working in the areas of Urban Health and Harm Reduction.
∎ METHODOLOGY
∎ The consultant will conduct the field research, combining Key Informant Interviews (KII) and Focus group Discussions (FGD), including local authorities, I/NGOs, UN Agencies. This field research should be supported with a desk-review phase of existing available data and produce an analysis with practical recommendations for the international community.
∎ PROPOSED WORKPLAN
∎ November 22, 2020: 1st day of contract
∎ November 23, 2020: Orientation Meeting with MdM Technical Coordinators
∎ November 29, 2020: Submission of Proposal
∎ December 3 ,2020: Submission of Data Collection Tools
∎ December 6 - 31, 2020: Conducting assessment in the field
∎ January 14, 2021: Submission of 1st draft Needs Assessment report
∎ January 21, 2020: Submission of Final version Needs Assessment Report

Additional Requirements:
∎ REQUIRED QUALIFICATIONS
∎ At least 4-6 years of experience in humanitarian work, ideally in one of the main areas of Urban Health and Harm Reduction, in Bangladesh and/or region.
∎ Strong background in monitoring and evaluation techniques, and ideally have experience in design, develop, conduct research or assessment and report writing in conflict-affected countries
∎ Knowledge on Humanitarian core principles, PSEA and Do No Harm principles, Child Safeguarding principles, Psychological First Aid and Violence against Women policies
∎ Extensive experience in undertaking and managing humanitarian needs assessments
∎ Excellent knowledge and experience in survey design, implementation of surveys and statistical data analysis
∎ Experience in communication with governmental authorities as well as with national and international institutions
∎ Knowledge on Bangladesh culture and the social dynamics, especially in Dhaka.
∎ Previous experience on similar assignment with I/NGOs, UN or international donors is an advantage
∎ Fluently speaks Bangla and English (both written and verbal) required
