Job Context:
∎ For more than 40 years, Médecins du Monde (MdM), a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM France currently works in 35 countries across all continents where it focuses on 5 priority thematic areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts and, health and Environment.
∎ MdM France has launched a quick assessment in Bangladesh in December 2016 to explore the humanitarian situation in the country. MdM validated then a gradual intervention in Bangladesh and the MdM mission in Bangladesh opened in February 2017. From August 2017, a massive wave of population fleeing violence in the Rakhine state in Myanmar crossed the border to find refuge in Cox`s Bazar district in Bangladesh. This unprecedented situation created an emergency humanitarian situation.
∎ After nearly 3 years of emergency activities in Cox`s bazar, MdM has now entered in a new phase and aims at strengthening its response at qualitative level and to become a recognized actor on Gender Based Violence (GBV) and Mental Health and Psychosocial Support (MHPSS) through technical support to all non-governmental organizations (national and international) implementing healthcare services in refugee camps, for both host communities and displaced population.
∎ In coordination with relevant national and local authorities, institutional donors and local partners, MdM now wishes to strengthen and develop its medical strategy, focusing on MHPSS and GBV as part of the primary health care Furthermore a new project on related components will start in Dhaka slums to work especially with host community. All these elements, jointly with a good financing strategy, will have the objective to stabilize and secure the mission, to assure our presence in the country, fulfilling with our projects` objectives.
∎ Employment status: Contract until 30th June, 2022 with renewal opportunities.
∎ Expected starting date: As soon as possible.

Job Responsibilities:
∎ To ensure the account and financial management of Bangladesh mission, while complying with the rules of the mission, the local context, local legislation and the MdM policies and values. To support the financial team and support partners.
∎ Under the supervision of the Administrator, the Finance officer will cover the following responsibilities:
∎ Financial, accounting and budget management processes:
∎ Manage Accountancy whilst respecting MdM accountancy procedures, tools, and software.
∎ Support budget follow-up of MdM projects with partner organization, and proper supporting documents.
∎ Support appropriate implementation of financial procedures and regulations for organizational, donor and statutory compliance.
∎ Perform the preparatory process and data collection for audits.
∎ Ensure the tasks above in coordination with implementing partners as a first point of call for partner financial reports revision.
∎ Responsible for the proper filing and archiving of financial/administrative documents.
∎ Manage cash flow (bank account, safe, cash box, advances etc.) using MdM procedures and tools.
∎ Perform all Tax & VAT related work, such as calculation, deduction, and deposit to bank, in accordance with national legislation.
∎ Facilitate with the auditor in the audit process.
∎ Responsible for the safety and security of the cash in their possession and making regular counts to detect any discrepancies with the SAGA balance.
∎ Administrative support:
∎ Follow up on and communicate changes in applicable tax and legal laws to the supervisor.
∎ Support purchase processes in coordination with the supervisor and/or office logistics.
∎ Support the Administrator in diverse administrative procedures, and registrations and submissions.
∎ Reporting:
∎ Reporting to the Administrator on a periodic basis.
∎ Participate in team meetings and any other meetings as required by supervisor.

Additional Requirements:
∎ Both males and females are allowed to apply
∎ At least 2 years of work experience in the humanitarian and/or development sector as Finance Officer.
∎ Field-level experience in financial reporting with an international NGO.
∎ Experienced in managing partner's accountancy and reporting.
∎ Skills and qualities:
∎ In-depth knowledge of financial regulations and accounting processes
∎ Clear understanding of Vat and Tax Laws in the country
∎ Familiar with the concept of FDs under the NGO Affairs Bureau documentations and regulations
∎ Financial reporting for humanitarian donors
∎ Administrative management including procurement and inventory control.
∎ Excellent knowledge of MS Office, especially Excel and Word
∎ Experience with SAGA software is an advantage.
∎ Outstanding analytical and time management skills.
∎ Strong attention to détail.
∎ Language requirements:
∎ Excellent spoken and written in English and Bangla.
