Job Responsibilities:
∎ MAIN RESPONSIBILITY:
∎ To Enable Médecins du Monde France to deliver high quality programs in Bangladesh, in the areas of Mental Health and Psychosocial Support and, Gender Based Violence.
∎ OVERALL OBJECTIVE

∎ To enable Medecins du Monde (MdM) to deliver high quality programs in Bangladesh, in the thematic areas of Sexual and Reproductive Health and Rights (SRHR), sexualized gender based violence (SGBV), and Mental Health and Psycho-Social Support (MHPSS).

∎ SPECIFIC OBJECTIVE

∎ To conduct needs assessment to identify critical and underserved needs in terms of Mental Health and Psychosocial Support, Gender Based Violence, Sexual Reproductive Health and other critical health issues in both the Rohingya and Host Community in Bangladesh.

∎ CORE FUNCTIONS / RESPONSIBILITIES

∎ Develop the operation specific needs assessment strategy and define operational and finance requirements for the implementation of the strategy
∎ Identify and obtain the needed data and information elements required through establishing an analytical framework, data collection, analysis and reporting
∎ To produce a needs assessment report on MHPSS, GBV and SRH including the following chapters/areas of research and answering the following research questions
∎ Identify, meet, evaluate and assess local organizations working in the areas of S/GBV, MHPSS and SRH
∎ Protection and S/GBV research questions: What type of long-standing critical protection issues, including sexual violence, sexual harassment, and ill-health related to work faced by women, girls, and men in the garment industries recognized as priorities by workers and managers?
∎ SRH research question: What is the incidence of sexual and reproductive health (SRH) issues, including abortion, pregnancy, and sexually transmitted infections (STIs) including HIV among female (and male) sex workers and other marginalized groups to develop action-orientated recommendations to reduce the high risk of mortality and morbidity prevalence?
∎ MHPSS research questions: What is the frequency of physical, social, and psychological perceived needs in the community (HESPER)? What is the regional/national mental health systems (4Ws) in humanitarian settings? What are the essential concerns, beliefs, and cultural issues that aid providers should be aware of when providing mental health and psychosocial support (Desk Review)? What is the local perspective on mental health/ psychosocial problems and coping with them (WHO Tool 10)? What is the prevalence of mental health problems in the community (WASSS)?
∎ METHODOLOGY:
∎ The consultant will conduct the field research, combining Key Informant Interviews (KII) and Focus group Discussions (FGD), including local authorities, I/NGOs, UN Agencies. This field research should be supported with a desk-review phase of existing available data and produce an analysis with practical recommendations for the international community that are action-orientated and include advocacy
∎ PROPOSED WORKPLAN:
∎ November 22, 2020: 1st day of contract
∎ November 23, 2020: Orientation Meeting with MdM Technical Coordinators
∎ November 29, 2020: Submission of Proposal
∎ December 3 ,2020: Submission of Data Collection Tools
∎ December 6 - 31, 2020: Conducting assessment in the field
∎ January 14, 2021: Submission of 1st draft Needs Assessment report
∎ January 21, 2020: Submission of Final version Needs Assessment Report
∎ DELIVERABLES:
∎ Assessment Proposal (includes desk review, questionnaire, methodology for data collection, work plan)
∎ Conceptual Framework
∎ Data Collection Tools (FGDs, KIIs)
∎ Row Data of FGDs, KIIs

Additional Requirements:
∎ REQUIRED QUALIFICATIONS
∎ At least 4-6 years of experience in humanitarian work especially on one of the three main area (MHPSS, S/GBV, and SRH). Protection and conflict-resolution work is added value.
∎ Strong background in monitoring and evaluation techniques, and ideally have experience in design, develop, conduct and report assessment in conflict-affected countries
∎ Knowledge on Humanitarian core principles, PSEA and Do No Harm principles, Child Safeguarding principles, Psychological First Aid, Violence against Women policies
∎ Extensive experience in undertaking and managing humanitarian needs assessments, research and report writing
∎ Excellent knowledge and experience in survey design, implementation of surveys and statistical data analysis
∎ Experience in communication with governmental and diplomatic authorities as well as with national and international institutions
∎ Knowledge on Bangladesh and Rohingya cultures and the social dynamics, especially in Cox Bazar
∎ Previous experience on similar assignment with I/NGOs, UN or international donors is an advantage
∎ Fluently speaks Bangla and English (both written and verbal) required. Chittagong or Rohingya languages are added values
