Job Context:
∎ Promoting the Quality of Medicines Plus (PQM+) program is a program funded by the United States Agency for International Development (USAID) and led by USP. Since 1992, USP has worked in partnership with USAID to support developing countries in addressing critical issues related to medicine quality. The PQM program provides technical assistance to build the capacity of medicine regulatory authorities and quality assurance systems in countries with emergent health systems and it supports the manufacturing of quality-assured priority essential medicines for malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and maternal and child health. There is increasing recognition of the burden of poor-quality medicines and their threat to public health, especially in low- and middle-income countries. Falsified and substandard medicines can cause treatment failure and adverse reactions, can increase morbidity and mortality, and may contribute to antimicrobial resistance. These medicines represent not only a waste of scarce resources but also a substantial risk to public health. Further, they risk undermining decades of health investments, including those made by USAID. The program is looking for a consultant with expertise and experience in the following technical areas to respond to USAID`s PQM+ Program.

Job Responsibilities:
∎ Coordinate PQM+ program support between the National Tuberculosis Control Programme (NTP)/Directorate General of Health Services (DGHS), National Control Laboratory (NCL)/Directorate General for Drug Administration (DGDA), and relevant stakeholders to assure the supply of quality assured Anti-TB medicines and to safeguard against substandard and falsified medicines in the market and government procurement.
∎ Work with NTP to ensure the supply of quality-assured Anti-TB medicine.
∎ Coordinate with NTP, DGHS, and NCL, DGDA to conduct Post Market Surveillance (PMS) of Anti-TB medicine.
∎ Arrange and coordinate meetings with DGDA, NCL, NTP, and relevant stakeholders.
∎ Represent PQM+ and participate in meetings in NTP, DGHS, NCL, DGDA, and stakeholders.
∎ Assist consultant to conduct a rapid assessment of SF TB medicine
∎ Submit weekly/monthly progress reports.
∎ Assist and coordinate with the National Veterinary Formulary Document consultant to complete the National Veterinary Formulary
∎ Coordinate with the Ministry of Fisheries and Livestock for National Veterinary Formulary Document and other activities.
∎ Coordinate with the Department of Livestock Services (DLS) and DGDA for Post Market Surveillance (PMS) of Veterinary medicine.
∎ Any other activities are assigned by PQM+ Management.
∎ Deliverables:
∎ Regular Technical assistance
∎ Coordination meeting minutes with NTP, DGHS, and NCL/DGDA.
∎ RB-PMS report of Anti-TB medicines

Additional Requirements:
∎ Minimum of 12 years of experience
∎ Good relationships/network with key clinical laboratory stakeholders across Bangladesh
∎ Education and Experience in working in the field of public health.
∎ Have an understanding of NTP, DGHS, NTP, and DGDA functions.
∎ Good understanding of TB medicine and medicine quality is a privilege.
∎ Experience in working with USAID-funded programs.
∎ Good understanding of medicine quality testing and field-level surveillance.
∎ Experience in a coordination role, technical report writing, and knowledge of global health development donors, including USAID, CDC, and other multilateral donors and foundations.
∎ Understanding DGDA and NTP regulatory functions
∎ Preferred:
∎ Good understanding of NTP/DGHS, NCL/DGDA functions
∎ Understanding and working experience with WHO, INGOs, Govt. agencies that are implementing the regulatory system and laboratory system strengthening programs.
∎ The consultant must possess a deep understanding of regulatory Post Marketing Surveillance (PMS) and manufacturing quality-assured medicines in Bangladesh.
