Professional Experience

  • 10 years of professional experience in development sector with a focus on climate change and environmental management

  • Professional experience in the field of sustainable urban development will be preferred.

  • Ability to deal with multiple tasks simultaneously, solve problems, meet deadlines, and maintain a high quality of work

  • Excellent interpersonal and communication skills (both written and oral)

  • Excellent presentation skills

  • Ability and willingness to assume technical (not disciplinary) leadership

  • Familiarity in working with development cooperation bilateral or multilateral organizations

  • Proficiency in Microsoft Office Suite, hands-on experience with digital data systems, and familiarity with various communication tools and modern IT systems

  • Fluency in English and Bangla is essential.

  • Knowledge with German tender regulation & protocol will be is an asset.



Responsibilities & Context:

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.

GIZ Bangladesh is currently seeking applications for the position of for the position of “Component Manager” under ‘Liveable and Inclusive Cities for All (LICA)’ project (running until April 2027), which promotes urban resilience by improving the management of solid waste, water bodies, and green spaces. In this role, the incumbent will drive the technical and organizational execution of key project outputs, focusing on knowledge accessibility, institutional service delivery, and civil society/private sector cooperation. The person will work closely with the Project Manager (AV) to establish and maintain strong relationships with political and implementing partners. In this function, s/he will focus on (but will not be limited to) the working areas related to outputs 1-3:

Accessibility of application-oriented knowledge in the field of inclusive and climate-sensitive urban environmental management

Improvement of institutional conditions for the provision of inclusive and climate-sensitive services in urban environmental management

Development of cooperation approaches with civil society and the private sector in inclusive and climate-sensitive urban environmental management

A. Responsibilities

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.

  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.

  • Advise supervisor on all tasks when implementing GIZ rules and regulations.

  • Advise supervisor in the field of project planning, steering and monitoring.

  • Independently implement goals and requirements set by the line manager.

  • Make decisions which have a short-term effect within a limited project area/ unit.

  • Assist supervisor to identify day to day problems and suggest appropriate solutions.

B. The position holder is responsible for the following tasks

Tasks

  • Coordinates and maintains trustful exchange and cooperation with the project’s Local Government Division (partner ministry) and Local Government Engineering Department (implementing partner) in Bangladesh and with the Project Steering Committee (PSC);

  • Contributes to the overall management and coordination of the project in line with GIZ rules and regulations in close coordination with the project manager (AV);

  • Manages activities and resources required to achieve the indicators of the project, with a focus on the above-mentioned outputs in accordance with the agreed operational planning.

  • Contributes to ensuring the professional and commercial quality of service provision (sustainability, quality in line, GIZ rules and regulations compliance and country-specific requirements);

  • Contributes to the annual budget allocation and expenditure planning and follows up the expenditure of annual funds related to activities under her/his responsibility;

  • Coordinates and cooperates with (national and international) specialist and research institutions in the areas of urban environmental management for the provision of relevant project-specific information;

  • Facilitates the structured and regular exchange between relevant actors from public institutions, local communities and civil society;

  • Oversees and ensures quality of the preparation of service descriptions and the tendering of the services required;

  • Secures and maintains good coordination and cooperation with other projects in the cluster, to generate synergies within the cluster and program;

  • Supports and advises team members, shares knowledge based on professional experience;

  • Contributes to the project communication and to the reporting to client.

  • Deputises the project manager in case of absence or if needed.
