∎ Master’s degree in Finance, Accounting, or Business Administration (MBA with a specialization in Compliance, Risk Management, or Financial Management), Public Administration or Governance, Law, International Development or a related field;
∎ Professional certifications such as Certified Compliance & Ethics Professional (CCEP), Certified Internal Auditor (CIA), Chartered Accountant (CA), Association of Chartered Certified Accountants (ACCA), Certified Public Accountant (CPA) and related certifications will be an advantage.
∎ Master’s degree in Finance, Accounting, or Business Administration (MBA with a specialization in Compliance, Risk Management, or Financial Management), Public Administration or Governance, Law, International Development or a related field;

∎ 12 years’ experience in ethics, risks and compliance management, in an NGO or international development organization
∎ Experienced in grants management, internal control, and compliance monitoring
∎ Knowledge of accounting & financial management and internal audits.
∎ Knowledge of donors, compliance and contracts regulations and reporting requirements of major donors
∎ In-depth knowledge of donor regulations (compliance, contract regulations…etc.), including those of INGOs, UN Agencies, government bodies, and financial institutions.
∎ Strong understanding of Bangladesh’s NGO Affairs Bureau (NGOAB) regulations, taxation laws, labour law, and financial governance policies.
∎ Strong knowledge and skills on generic Safeguarding Policies (Understanding of generic policies focusing on Gender, Child protection/safeguarding, Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH), Safeguarding Adults at Risk, Anti-Bullying and Anti-Harassment, Code of Conduct & Ethics, Whistle blowing & Reporting, Data protection, Digital and Online Safety, HR & Safer Recruitment, Partnership & Vendor Safeguarding, Safeguarding in Humanitarian & Emergency Response, etc)
∎ Experienced conducting investigations and report writing on safeguarding, fraud, financial irregularities as a member of the investigation team and as an investigation team leader.
∎ Demonstrated knowledge of counter-fraud techniques, best practices, and/or internal controls.
∎ Excellent verbal communication, report writing, and presentation skills in English
∎ Strong analytical, problem-solving and time management skills.
∎ Experience in training delivery and staff coaching.
∎ Ability to manage a complex and varied workload; to work effectively under pressure; and to organize and priorities work to ensure deadlines are met.
∎ An energetic, flexible and proactive approach with the ability to work both independently and cooperatively within a team setting.
∎ Strong team working skills and ability to develop and maintain effective working relations at all levels both within and outside the team.

Responsibilities & Context:
∎ Conduct a compliance environment analysis of CDD based on an approved ToR (drafted by Compliance Manager).
∎ Review CDD’s policies, funding agency requirements, NGO AB regulations, state agencies’ guidelines, past compliance reports, and other secondary materials.
∎ Conduct consultations with staff, compliance managers of existing funding agencies, and relevant authorities.
∎ Prepare a consolidated Internal Control and Compliance (ICC) annual plan for CDD based on the findings.
∎ Facilitate and support similar exercises for Partner Organizations (POs).
∎ Execute control and compliance checks as per the annual plan, covering both CDD and partner organizations.
∎ Ensure adherence to accepted principles and policies, evaluating the adequacy and effectiveness of internal procedures, operating systems, and controls.
∎ Recommend improvements for better systems through periodic reviews and prepare a draft report.
∎ Ensure findings are evidence-based and contribute to value addition for the department or unit.
∎ Provide practical recommendations that strengthen the compliance system.
∎ Review CDD’s and POs’ policies and procedures, recommending necessary improvements.
∎ Conduct reviews with a zero-tolerance policy perspective on safeguarding, fraud, bribery, and corruption, and report non-compliance immediately.
∎ Execute compliance checks as per donor requirements, ensuring variations are reported and addressed in a timely manner.
∎ Lead or participate in investigations as required, including fraud and multi-faceted investigations.
∎ Manage whistle blowing services and follow-up actions.
∎ Develop a capacity enhancement plan for CDD staff and POs.
∎ Work with the Institutional Fund-Raising Manager to mobilize resources for implementing the capacity enhancement plan.
∎ Collaborate with the Communication Officer to develop and disseminate compliance management materials.
∎ Design, organize, and conduct training courses for CDD, POs, and external participants.
∎ Conduct or assist in fraud, bribery, and corruption policy orientation and other workshops.
∎ Provide expert advisory services to CDD and implementing partners when required.
∎ Develop simplified IEC materials on Compliance Management for different target groups in Bangla and English.
∎ Assist in Fraud Risk Assessment and other assignments as assigned by CDD’s Management.
∎ Uphold fundamental principles and ethics of compliance and auditing, such as confidentiality, integrity, objectivity, professional competence, and ethical behavior.
∎ Provide suggestions to CDD’s management for improving internal control and compliance review strategies and methodologies.
∎ Track audit/investigation findings and ensure follow-up actions.
∎ Conduct spot checks and internal reviews to ensure key risk management controls are in place.
∎ Develop an annual work plan for spot checks and internal assessment reviews on critical management controls.
∎ Represent CDD in relevant workshops, seminars, meetings, training, and other external events.
∎ Participate in due diligence and partnership assessments conducted by external organizations.
∎ Provide feedback on due diligence recommendations and develop action plans to address identified gaps.
∎ Track, report, and ensure timely implementation of all committed actions related to due diligence assessments.
∎ Supervise and manage the work of the Compliance Officer – Internal Audit.
∎ Assess and plan for CDD’s safety and security, ensuring continuous improvements.
∎ Collaborate with external agencies including auditors, NGO AB, government authorities, and local administration as required.
∎ Adhere to CDD's Children and Adults at Risk Safeguarding policy, ensuring the safety and well-being of all project participants.
∎ Promote a safe and secure environment for all participants and stakeholders of the project.
∎ Report any safeguarding concerns promptly and follow the designated reporting procedures.
∎ Perform any other responsibility/ special duty delegated by project and CDD management.

∎ CDD is accepting application for the position of ‘Compliance Manager’ under a project named ‘The Meaningful Participation and Inclusion of Children and Youths with Disabilities in All Domains of CBR (MaPInCBR)’ to be implemented with the support of Liliane Foundation (LF). The duration of the project is till 31st December 2027. The selected candidate will initially be hired for a three-month probationary period. Upon successful completion of this period, his/her employment contract will be renewed on an annual basis.
