Experience

  • Minimum 2 years of relevant experience in humanitarian operations, food assistance, community engagement, beneficiary identity management or related fields.

  • Good understanding of humanitarian principles, accountability to affected populations, protection and community engagement.

  • Strong communication and interpersonal skills.

  • Ability to work effectively with refugee communities, community leaders, volunteers and programme stakeholders.

Responsibilities & Context:

The Society for Health Extension and Development (SHED), a national NGO dedicated to serving communities in Cox`s Bazar, is currently looking for experienced professionals. We invite applications from suitable candidate for the following position for implementing the “General Food Assistance Programme” supported by WFP at Camps of Teknaf Upazila in Cox’s Bazar District, up to December 31, 2026.

Reports to: Senior M&E and MIS Officer-GFA Programme

Contract Duration: Up to December 2026

Job Purpose

The Community Engagement and Identity Management Associate (CEIMA) will support the effective implementation of the GFA programme by ensuring accurate beneficiary identity management, meaningful community engagement, accountability to affected populations, protection mainstreaming and compliance with WFP and SHED standards.

The position will be responsible for supporting beneficiary management, community mobilization, RFSC engagement, SBCC implementation, vulnerability verification, data management, monitoring, reporting and coordination with community representatives, outlet teams, WFP catchment teams and relevant partners. The position requires strong communication, data management, analytical and reporting skills, along with the ability to work effectively in the Rohingya refugee camp context.

Key Duties and Responsibilities

Planning and Coordination

  • Support the preparation of daily and weekly distribution plans and ensure site readiness.

  • Support implementation, monitoring and learning activities by applying project cycle management principles.

  • Lead the preparation of monthly community engagement plans, including RFSC, Majhee and Community Leaders meetings.

  • Coordinate with the WFP catchment team and CP outlet teams regarding beneficiary management and community engagement.

  • Ensure operational activities are implemented in compliance with GFA guidance, WFP standards and organizational procedures .

Beneficiary Identity Management

  • Prepare final beneficiary lists for all planned distribution cycles following GFA guidance, including latest actual distribution lists, planned reload lists/active distribution lists and verified food request cases.

  • Analyze inclusion and exclusion data and compare monthly distribution plan progress.

  • Conduct targeting and inclusion/exclusion verification exercises.

  • Ensure proper verification of beneficiary identity information during mobilization, outlet entry, balance checking and food distribution.

  • Verify relevant beneficiary identification information, including UNHCR ID, tokens, biometrics, selection categories and vulnerability criteria.

  • Maintain accurate beneficiary records and reconcile beneficiary lists with MEAL teams.

  • Support case verification in coordination with the CFM team, particularly the Help Desk.

  • Identify beneficiaries requiring referrals and facilitate linkage with appropriate services.

  • Coordinate with relevant teams and partners for beneficiary referrals and follow-up.

  • Monitor and document referral outcomes.

Vulnerability Category Verification and Upgradation

  • Verify and update beneficiary vulnerability categories.

  • Support verification of: Extremely Vulnerable, Highly Vulnerable and Vulnerable

  • Conduct periodic reassessments in accordance with programme procedures.

  • Ensure transparent communication with beneficiaries regarding changes in vulnerability status.

  • Prepare lists for re-verification and referral as required.

Community Engagement and RFSC Involvement

  • Engage community leaders, RFSC members, influential community members and volunteers to build trust and support for programme activities.

  • Organize and facilitate regular community meetings.

  • Communicate programme objectives, eligibility and selection criteria, entitlements and operational changes clearly to the community.

  • Ensure meaningful inclusion of vulnerable groups, including women, children and persons with disabilities, in sensitization and engagement activities.

  • Deliver clear, accurate and culturally appropriate messages on programme processes and procedures.

  • Utilize appropriate communication channels such as interpersonal communication, posters, leaflets, loudspeakers, community radio and other available channels.

  • Facilitate community consultations and feedback mechanisms.

  • Escalate unresolved issues to the appropriate supervisor/team.

  • Organize regular RFSC meetings, reformation, review and updates as required.

  • Identify community-level gaps and recommend appropriate actions.

Integration of SBCC into Community Engagement and Identity Management

  • Support and oversee effective implementation of the SBCC strategy.

  • Introduce and promote appropriate SBC tools among relevant stakeholders.

  • Ensure appropriate application of SBC tools across outlets, local shops and other community engagement platforms.

  • Monitor the effectiveness of SBC interventions through feedback mechanisms, community dialogues and field observations.

  • Provide evidence-based recommendations for improving community engagement and SBC interventions.

  • Support capacity building of RFSC groups, volunteers and community representatives.

  • Strengthening communication and mobilization skills of community change agents.

  • Lead and coordinate community mobilization activities and campaigns.

  • Engage influential community actors, including religious leaders, local leaders and gatekeepers, to promote positive behaviors and supportive community environments.

  • Establish and support peer groups and networking activities.

  • Facilitate interpersonal communication sessions at outlet and community levels.

Database Management, Data Privacy and Confidentiality

  • Comply with WFP Data Protection Policy and SHED data protection procedures.

  • Ensure appropriate data collection, verification, access and control.

  • Maintain strict confidentiality of beneficiary information in both physical and digital formats.

  • Immediately report any suspected data protection or confidentiality breach.

  • Maintain, update and regularly improve beneficiary databases to ensure accuracy, completeness and data integrity.

  • Support data cleaning, verification and reconciliation with WFP systems and internal records.

  • Maintain organized digital and physical documentation in accordance with data protection and governance standards.

  • Ensure beneficiaries are appropriately informed about the use of their data and relevant rights.

Monitoring, Reporting and Field Visits

  • Compile daily complaints, monthly reports and community feedback summaries.

  • Ensure day-to-day updating of mobilization datasets.

  • Support Post-Distribution Monitoring (PDM) activities and maintain data archives.

  • Support spot checks, household visits, assessments and vulnerability assessments.

  • Observe food assistance and E-Voucher distribution processes to identify operational gaps, protection risks and community concerns.

  • Monitor prioritization, targeting and validation processes to promote transparency and fairness.

Prepare timely and accurate reports on:

o Community engagement activities

o CFM trends

o Identity management updates

o Monitoring findings

o Community feedback

  • Maintain organized programme documentation.

  • Provide qualitative and analytical input for programme reports and learning documentation.

Safeguarding, Protection and Compliance

  • Apply the Do-No-Harm principle in all programme activities.

  • Ensure safe and appropriate referral pathways.

  • Uphold zero tolerance for Sexual Exploitation and Abuse (PSEA) violations.

  • Promote awareness and preventive actions related to PSEA.

  • Ensure safeguarding principles are followed for staff, volunteers and beneficiaries.

  • Promote gender, age, disability and protection sensitive approaches throughout programme implementation.

  • Comply with organizational and humanitarian standards and procedures.

General Programme Responsibilities

  • Support the design and implementation of community engagement and sensitization plans appropriate to the Rohingya refugee context.

  • Act as a liaison between SHED, assisted communities, community leaders and relevant partner organizations.

  • Facilitate coordination and trust-building with relevant stakeholders.

  • Promote community participation, accountability and transparency.

  • Handle complex beneficiary inquiries related to eligibility, entitlements and identity management.

  • Escalate sensitive or complex cases to supervisors and track their resolution.

  • Provide orientation and on-the-job support to community representatives, volunteers and staff on community engagement, identity management procedures and beneficiary entitlements.

  • Maintain organized programme documentation.

  • Perform any other duties and responsibilities assigned by the supervisor in support of effective GFA implementation programme.
