Job Context:
∎ The Danish Refugee Council (DRC) is a leading international, non-profit, non-governmental organization with Headquarters in Denmark, providing relief, protection and resettlement services to refugees and displaced persons worldwide. DRC is one of the world`s leading NGOs, with a focus on responding to displacement, has been registered in Bangladesh since 2013. DRC in Bangladesh has been actively implementing in response to the forced displacement of Rohingya since August 2017 when the influx occurred. Given that the context is now post emergency, it remains complex and fragile and DRC is working towards providing an integrated program of support to the government in site management, shelter/NFI and protection. In 2020 there will be additional focus on local partnerships and increasing support in the host communities most affected by the influx. The country office will be actively seeking to diversify funding and the area of impact, seeking opportunities outside of Cox`s Bazar and considering additional sectors eg livelihoods, solid waste management and climate change DRR. Therefore, DRC is currently looking for a National Community Based Protection Project Manager for Cox`s Bazar, Bangladesh (with possibility of extension based on funding and performance).
∎ Overall purpose of the role:The primary objective of the Community Based Protection Manager will be, under direct supervision of the Protection Manager, to ensure the timely and effective delivery of DRC`s community-based protection activities in the assigned locations, ensuring activities comply with technical standards, and managing a team of national protection staff.
∎ This role will provide support to DRC`s general protection program leading community-based protection activities, as part of a large team working across twelve refugee camps and in two host community settings on the Bangladesh/Myanmar border. DRC`s general protection activities in Cox`s Bazar include protection monitoring, case management and community-based protection programming in both refugee camps and host communities. DRC`s general protection program operates in close collaboration and coordination with DRC`s Child Protection and GBV program activities, as well as with shelter/NFI and site management (SMS).

Job Responsibilities:
∎ General Management
∎ Ensure high quality implementation of community-based protection (CBP) activities in line with agreed log frames/indicators, budgets, procurement plans, and work plans.
∎ With the support of the Protection Coordinator ensure technical guidance and tools for CBP are in place, and that activities meet technical standards.
∎ Ensure that allocated budget lines/activities and expenses are regularly monitored and, as needed, action plans with follow-up are developed to correct any over or underspending in a timely manner.
∎ Request and follow-up to ensure the required resources are allocated to CBP activities from relevant departments, such as Logistics, Finance-Administration, Human Resources and Safety.
∎ Produce timely high-quality internal reports and contribute to regular donor reporting
∎ Coordinate with local and international agencies in the sector to ensure harmonized programme implementation
∎ Represent DRC in technical working groups as required
∎ People Management
∎ Line manage a team of CBP staff; provide technical guidance and monitor staff in their implementation of the work plan and quality of technical activities.
∎ Set clear objectives for CBP staff under line management and do timely performance evaluations.
∎ Conduct recruitment of CBP staff as needed, and ensure staff capacity development, including on-the-job coaching and mentoring, as appropriate.
∎ Program Development and Strategy
∎ Contribute to protection strategy development and review processes with the Protection Coordinator
∎ Apply sound community-based methodologies in improving community engagement and mobilization for community-based protection activities
∎ Assess protection risks and identify needs/problems/gaps and propose timely practical actions to respond to particular protection risks or problems.
∎ Contribute to development of quality proposals, concept notes, and budgets for CBP activities, as requested.
∎ Monitoring, Evaluation, Accountability and Learning
∎ With the MEAL Manager, ensure a MEAL plan is in place and implemented for CBP activities.
∎ Monitor and ensure adherence to grant work plans, spending plans, and monitoring and evaluation plans, and timely delivery of donor and management reports on CBP activities.
∎ Undertake quality control and site monitoring to ensure that services provided are according to best practice standards in coordination with Protection Coordinator.
∎ Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for DRC MEAL purposes.

Additional Requirements:
∎ To be successful in this role you must have the following;
∎ An excellent professional track record with a minimum of five years of work experience in community-based programming and/or community-led programming
∎ At least 2 years of experience working in Non-Governmental organizations and/or RCRC movement
∎ Strong background and knowledge in community-based approaches, programming and methodologies - including experience implementing successful community-based projects
∎ Knowledge of protection in humanitarian contexts, human rights, refugee law and international humanitarian law
∎ Proven experience in managing, capacity building and mentoring of staff.
∎ Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels, in a multicultural team and operating environment.
∎ Fluency in English, and excellent English writing ability and verbal skills for project proposals, reports, and communications.
∎ Demonstrated ability to deliver high quality analysis, timely reports and technical materials (trainings, program tools and guidelines, etc).
∎ Desirable: Knowledge and previous experience of the Rohingya refugee response in Bangladesh or Myanmar.
∎ Languages: (indicate fluency level)

∎ Bengali language skills desirable
