∎ POSITION SUMMARY: The Communications Officer will be responsible for effectively managing the activity`s information, communication and outreach efforts and delivering a high-quality, results-oriented program focused on children`s` access to formal and informal education and leadership empowerment. The project goal is to to improve the learning outcomes of Bangladeshi children and youth in Bangladesh who have been impacted by the Rohingya crisis by: increasing learning outcomes; improving quality of education, increasing sub-district and community capacity to plan, manage and oversee education; and increasing school capacity to prepare and respond to natural disasters. Position is contingent upon receipt of donor funding.
Job Responsibilities:
∎ ESSENTIAL RESPONSIBILITIES: The Communications Officer will work closely with the program team and will be primarily responsible for ensuring comprehensive documentation of activities and achievements; drafting success stories, reports and press releases; developing outreach and media campaigns via traditional and social media. The Communications Officer will also work, together with technical staff, to build broad public support for childrens' education and promote behavior change by analyzing findings from the community needs assessment and other educational stakeholders, and working with community education structures to gather social behavior change communication (SBCC) tools and approaches for tailored public SBCC campaigns about the importance of childrens' education and the need to fight harmful traditions that hinder it. The Communications Officer will report directly to the Deputy Chief of Party (DCOP) and advise them of program and administrative issues related to documentation, reporting and outreach. Specific activities include:
∎ Working with program team to write quarterly and annual reports, success stories, and any ad-hoc project reports as needed. Ensures consistency, accuracy and completeness.
∎ Contributing to the Stakeholder Engagement Plan and developing project Communications Plan in consultation with the Chief of Party and other senior staff members.
∎ Ensures implementation of and compliance with the project branding and marking plan and ADS 320.
∎ Utilizes information in the monitoring and evaluation database and grants database to compile appropriate reporting on program status and impact, including success stories, press releases, quarterly reports, semi-annual reports, annual reports and ad hoc reports on how the program responds to particular issues.
∎ Generates program reports and other documents as requested by the DCOP or donor
∎ Advise and assist activity staff members as indicated by the Gender Integration Adviser and COP, on external reporting content (including Winrock reporting to donor) reflecting specific activity and overall program attainment of established program objectives and impact.
∎ Prepares one-page information sheets, updates and status reports regarding program efforts as required by the needs of the project.
∎ Analyze findings from the rapid needs assessment and educational stakeholders, and work with educational structures to gather social behavior change communication (SBCC) tools and approaches to implement tailored, public SBCC campaigns about the importance of children's' education and the need to fight harmful traditions that hinder it.
∎ Oversees preparation and writing of press releases in close coordination with donor.
∎ Leads outreach and media coverage of key project events such as project launch
∎ Ensures quick impact reporting.
∎ Assist grantees in report writing if necessary. Other duties as assigned.
Additional Requirements:
∎ Demonstrated experience working on projects promoting children's' education, early childhood education, and social change interventions
∎ Experience providing support to formal and informal education programs, leadership trainings, and local organization capacity building.
∎ Knowledge of US Government regulations, policies, and procedures or those of an equivalently complex international government funding organization.
∎ Knowledge of donor assistance and acquisition
∎ Demonstrated effective interpersonal skills, creative problem solving, conflict, and ethical management skills.
∎ Familiarity and/or work experience in Bangladesh, is preferred
∎ Excellent written and oral communication skills.
∎ Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
