Experience:
Bachelor’s or Diploma in Civil Engineering from any UGC approved reputed university/institution
Demonstrates strong knowledge of shelter programming, construction monitoring, and site management, ensuring quality implementation in humanitarian contexts
Applies understanding of project implementation, field coordination, logistics processes, and donor compliance to support efficient operations

The Cluster Focal – Shelter is responsible for providing programme level coordination, multi-camp oversight, and representation of shelter, site improvement and energy interventions within the assigned cluster. The role ensures alignment with sector strategies, effective supervision of Camp Focals, quality and accountability across camps, and consistent engagement with cluster partners, donors, and stakeholders
Ensure effective, timely, and compliant implementation of shelter, site improvement and Energy interventions across multiple camps through coordination, oversight, and supervision.
Coordinate with Shelter Cluster partners, UN agencies, RCP, and relevant sectors to support cluster planning, information sharing, and operational alignment.
Contribute to programme planning, design, budgeting, and development of the Annual Operation Plan (AOP) in collaboration with the Sector Lead.
Lead the development and application of community-based, cost-effective shelter intervention
strategies that promote community engagement, ownership, and participation across different implementation mechanisms.
Ensure consistency, quality, and accountability of shelter assessments, beneficiary targeting, and implementation approaches across camps.
Oversee monitoring systems, data consolidation, and information management to track progress, identify gaps, and inform decision-making.
Represent shelter programming in external coordination, donor, and sector meetings as delegated by the Program Manager.
Lead capacity strengthening initiatives for field teams through guidance, mentoring, and targeted training.
Promote and ensure integration of safeguarding, PSEA, gender equality, and inclusion standards across all shelter interventions.
Perform any other duties as assigned by the supervisor in response to operational needs.
Safeguarding
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
